Job Description
The Legal Unit belongs to the business area of Law, Archives, Patient Board Secretariat, and Management Support, and has a total of approximately 50 employees. The operations are led by the Chief Lawyer, who is also the Business Area Manager. You are the manager of the Legal Unit, which consists of eleven employees, including regional lawyers, regional secretaries, and registrars. The management role is combined with working as a regional lawyer for approximately half-time. You are responsible for the unit's assignments, economy, and work environment. You report directly to the Chief Lawyer, who is also the Business Area Manager, and support them as well as the regional leadership in matters for which the unit is responsible. You assist the Chief Lawyer in the mission to ensure correct legal handling and legal certainty for the authority. You are also part of the business area's management group under the leadership of the Chief Lawyer.
You utilize the competence within the unit and highlight the best in the employees you are responsible for. Together with your employees and superior manager, you develop internal processes and ensure that the unit maintains good quality and service levels towards the organization.
As a regional lawyer, you will support the regional leadership and the region's operations with legal advice and investigative work. It is a varied, challenging, and dynamic job. On a general level, you contribute to monitoring, driving, and developing the legal area for the region's operations. You will work with processing legal cases, advising the region's various operations, representing the region in court, preparing remiss responses to ministries and supervisory authorities, and working with the region's governing documents. You decide on cases regarding the release of public documents. You will participate as an expert in various working groups and investigations and educate and inform the organization on legal matters. Central legal areas are healthcare law, administrative law, and IT law in a broad sense. Appointment as a Data Protection Officer may become relevant.
Work Group
The position is placed within the Legal Unit, which provides operational and strategic support in law, political case handling, information management, and diary registration to political leadership, the Regional Director, functions for strategic steering and management, and Region Östergötland's other operations.
About You
You are a lawyer with a law degree, advanced competence in public law, and several years of experience in qualified legal work at a strategic level. You have experience from public operations, preferably from larger politically governed organizations with complex organizational and decision-making structures, as well as experience and knowledge in the legal areas that occur at a region.
It is an advantage if you have previous managerial/leadership experience and experience in change management.
We would like you to be accustomed to implementing processes and developing operations. Education within the leadership area is an advantage. You have very good communication skills in both speech and writing in Swedish.
As a person, you focus on solutions, initiate activities, and achieve results. You have the ability to see issues from a broader perspective and the courage to guide in complex questions. In the role, you meet people in different contexts, and therefore you need to be communicative, easy to collaborate with, and sensitive to different situations and needs. You act in a way that contributes to creating trust internally and for Region Östergötland.
In the leadership role, you create motivation and participation to efficiently reach common goals. You are responsible and engaged in your leadership and take into account the larger perspective with the best interests of the operation in focus. You have good personal maturity, are secure, stable, and have self-awareness.
You must be a Swedish citizen because some tasks within the employment are placed in security classification. In connection with the employment, a security check will be conducted, which among other things includes register control and security interviews. Your workplace is at the Regional House in Linköping.
