The Operations and Maintenance Department is the part of the Urban Development Office responsible for the maintenance of streets, traffic environments, squares, parks, and nature areas, as well as trams, school transport, and transport services for people with disabilities. The department is facing an exciting development where a newly created management level in the form of area managers will be appointed. We are therefore looking for an Area Manager for Authority Services and Department Support who wants to help shape future ways of working, where trust-based leadership, clear direction, and strong collaboration are central success factors.

The Authority Services and Department Support area is responsible for service to residents and businesses, handling of permits, and follow-up of contracts and tenders. It also includes authority activities within, among other things, travel services and housing adaptations. The area is organized into three units with respective unit managers: Permits and Events, Contracts and Service, and Travel Services and Housing Adaptations.

Your tasks

As Area Manager for Authority Services and Department Support, you are responsible for leading, developing, and coordinating operations within service processes, permits, and authority activities. You ensure efficient, legally sound, and service-oriented processes for residents and businesses.

You are part of central forums within the urban development process and are responsible for translating political priorities into concrete operations. The role involves a strong focus on strategic work, coordination, and creating good collaboration within the organization.

Your assignment includes, among other things:

  • Leading and developing managers, as well as leading the area's management group
  • Having overall responsibility for operations, budget, working environment, and personnel
  • Driving strategic issues and development work within the area
  • Contributing to steering groups and forums related to urban development
  • Ensuring staffing, long-term planning, and efficient coordination
  • Handling committee cases and translating political decisions into operations
  • Strengthening collaboration within the department and with other parts of the organization

Who are you?

You have a university degree in a field relevant to the role, or alternatively, work experience that the employer considers equivalent. Leadership training is an asset.

You have experience of leadership in a larger organization, preferably within the public sector, and you have worked with change management and in a client role regarding contracting and consulting services. Furthermore, you are accustomed to working proactively and with efficient coordination in prioritized issues and assignments. Experience of leading through other managers is an asset, as is experience of authority activities and contract issues.

You have good knowledge of business management and change work, as well as systematic working environment work. You also have knowledge of contract law and business relations, and can interpret contracts and relevant laws. The role also requires good knowledge of the Public Procurement Act (LOU) and other relevant laws.

You are a secure and clear leader who has the ability to both lead, coach, and develop your employees. You have good organizational understanding and the ability to drive development with a clear strategic perspective.

Furthermore, you are collaboration-oriented and contribute to a good team climate, while being reliable, having good self-awareness, and maintaining focus even in pressured situations.
