Who are we?

The mandate of the Competence Supply Office is to highlight the future workforce and be an active part in solving Norrköping's competence supply needs. With our shared resources and professional competence, we are a central party internally and externally for societal growth and individual development.

We design effective and flexible training based on competence supply needs and career changes in working life, as well as measures for those far from the labor market. We give our residents the opportunity to grow and develop, where the path to self-sufficiency should be as short as possible. This increases the quality of life for residents, where more people take responsibility and contribute to a sustainable future.

Competence supply is the word that unites us in our mission across all the operations we work for. Within the office, we are approximately 400 employees responsible for social assistance according to the Social Services Act, municipal labor market measures, budget and debt counseling, as well as adult education, from Swedish for Immigrants (SFI) to university college level. We provide administrative support to the Competence Supply Board.

Your responsibilities

The mission within municipal labor market policy is undergoing change. To meet the demands of the external environment and the operation's development needs, we are now seeking a Unit Manager responsible for establishing and developing the operation within the labor market area.

As Unit Manager, you will play a central role in establishing and developing your unit, which will have a special focus on the target group furthest from the labor market. The mission is shaped gradually, and you are responsible for, based on political guidelines and national steering documents, leading the construction of the operation and ensuring sustainable implementation and operation.

You have overall responsibility for the unit, which means responsibility for employees, working environment, budget and management, as well as follow-up and quality work.

During the construction phase, you lead the work together with your peer managers and also contribute to the development of existing labor market operations. The role involves working in a changing environment where structure and content evolve over time, and you should feel comfortable with the fact that the picture for the new unit is not yet completely clear. You are responsible for leading your unit and its personnel through the change processes that arise in connection with this work.

You are part of a management group together with two Unit Managers for labor market, peer managers within economic assistance, and an operation developer. The group is led by the Operations Director, and together you work with a focus on the whole, collaboration, and common results.

Who are you?

You have an academic education in, for example, social or behavioral sciences, leadership and organization, or equivalent.

For this position, we see that you need to have solid knowledge of labor market political issues, have leadership experience from labor market measures, preferably within municipal operations, as well as previous experience in building new operations and leading major change processes. We consider it meritorious if you have previous experience in a managerial role and leading employees.

You have good knowledge of leadership, management, and follow-up, and you are comfortable working with budget, analysis, and forecasting. You are also well acquainted with relevant legislation such as the Social Services Act, the Local Government Act, and the Administrative Procedure Act.

In your leadership, you are secure, inspiring, and engaging. Your way of being creates motivation in others for the mission. You listen in while being clear and daring to set demands. For you, it is obvious to deliver according to agreements. You are goal- and result-oriented, but also careful and systematic. Your result focus is noticeable in how you think about the effects activities give. The activities you set up together with colleagues and employees lead to the goals. Your carefulness is noticeable by the fact that you systematically and carefully ensure that the operation you build up meets all regulations and requirements, and that there are adequate and clear routines for the operation from the start.
