You will step into two closely linked initiatives aimed at strengthening how municipalities and regions procure digital services. One focuses on the national procurement of financial systems through a dynamic purchasing system, while the other focuses on standardizing operational systems for social services. The goal is to develop clear, usable requirements and contract documents that work broadly in public operations while meeting market conditions.

You will become a key person in reconciling legal, technical, and business-oriented perspectives, while collaborating with many stakeholders. • You lead the work on the national procurement of financial systems together with the procurement team.
• You investigate the needs of municipalities and regions and translate them into well-thought-out procurement strategies.
• You conduct supplier dialogues and contribute to strategic choices related to procurement and the design of dynamic purchasing systems.
• You create requirement documents, contract documents, and support materials that can be used by municipalities and regions.
• You collaborate with municipalities that will use the procurement system in their tenders.
• You finalize contract appendices and templates for operational systems within social services, including work with consultations and feedback from the market.
• You support project management in procurement matters and participate as needed in meetings and seminars with procurement-related operations.
• You complete and adjust guidelines regarding procurement and contribute to the formulation of requirements in national requirement libraries.
• You ensure that requirements, contract documents, and guidelines are as coordinated and similar as possible between the two initiatives.

• You have very good knowledge of procurement according to LOU (Swedish Public Procurement Act).
• You have experience with national procurement where all municipalities and regions are direct customers, of framework agreements or dynamic purchasing systems for at least one digital service.
• You have experience with at least one procurement, including requirement setting, of financial systems.
• You have experience with at least one procurement, including requirement setting, of operational systems for social services.
• You have a good ability to work in an investigative, strategic, and analytical manner.
• You can drive the work forward independently and have the ability to lead complex tasks with many stakeholders.
• You understand both the technical and business-oriented aspects of procuring digital services.
• You communicate fluently in Swedish, both orally and in writing.

• Project management experience.
• Experience in establishing a national dynamic purchasing system for a digital service or digital services.
• Very good knowledge of procuring operational systems for social services, including requirement setting, technical and legal aspects, and evaluation issues.
• Very good knowledge of procuring financial systems, including requirement setting, technical aspects, and evaluation issues.
• Experience with different requirement-setting techniques, such as functional requirements, in the procurement of digital services.
• Experience in designing, delimiting, and packaging a dynamic purchasing system.
• Experience in investigating needs in municipalities and regions, conducting supplier dialogues, and collaborating with reference groups and steering groups.
