We are looking for an Investigation Manager for an authority within the transport sector.

This is a consulting assignment. The location is Stockholm.

The position is full-time.

The assignment involves close collaboration with the client, which places high demands on flexibility and teamwork.

The Assignment

We are seeking a consultant for an assignment regarding the procurement of new work vehicles for the metro operations. The role involves producing a Service Opinion (TJUT) to serve as the basis for decisions on the next phase of the procurement of new work vehicles. The assignment includes strategic analysis, needs investigation, and the preparation of decision-making materials in close cooperation with the project group and relevant operations. The consultant will work together with an existing project team and contribute to coordination, analysis, and quality assurance of the project's materials and processes.

Responsibilities

• Map the current fleet of work vehicles and identify deficiencies related to age, technical lifespan, and capacity
• Define the organization's needs for new vehicle types
• Conduct dialogues with operations, maintenance, safety, and technical departments to quality-assure the needs assessment
• Investigate possible solutions and procurement strategies for different vehicle types
• Identify dependencies, risks, and interfaces with other projects
• Assess the consequences of not procuring new vehicles
• Prepare preliminary cost estimates and identify resource needs for upcoming project phases
• Structure and formulate a complete Service Opinion (TJUT) according to current templates and decision processes
• Ensure that the decision-making material is fact-based, traceable, and sufficiently detailed
• Anchoring materials and decision-making documents with relevant internal stakeholders
• Join the project group and coordinate joint activities, dependencies, and interfaces
• Ensure that experiences and working methods from parallel projects are applied in the assignment
• In the continued project phase, work with requirement setting, procurement documentation, and supplier dialogues

Requirements (OBS, mandatory)

• You must have participated in at least 1 assignment during the last 10 years where the work primarily consisted of investigation, analysis, or compilation, and where the deliverable constituted a structured decision-making basis (e.g., report, investigation, memo, or similar).
• You must have been responsible for independently producing at least 2 written deliverables (e.g., reports, investigations, or compilations) adapted for recipients at the decision-making, steering, or management level.
• You must, in at least 1 assignment, have been responsible for coordinating, structuring, and quality-assuring content in a deliverable based on contributions from several individuals or functions.
• You must have worked in at least 1 assignment where rail vehicles (e.g., railway, metro, or tram vehicles) were included, to such an extent that the consultant could understand, interpret, and summarize technical prerequisites in text and hold dialogues with technical specialists.
• Good knowledge of Swedish and English.

Merits

• At least 2 years of experience working with maintenance issues for rail-bound operations (metro, tramway, railway, commuter rail, rail vehicles). The work may include performing maintenance, planning/managing maintenance work, or requirement setting/follow-up of maintenance.
• At least 1 assignment within public operations or another large organization with formal requirements for decision processes, documentation, and traceability.
• At least 1 assignment that included needs analysis, alternative descriptions, or consequence assessments prior to decisions on further direction.
