Do you want to help develop a modern and service-oriented property organization? Sala Municipality is looking for a driven and confident Administrative Manager for the Property Operations department. Here you will have a key role in ensuring the department's results while ensuring that premises and properties support the municipality's operations in the best possible way.
About the workplace
The position of Administrative Manager is located within the Technical Office at Property Operations, which is responsible for ensuring that the municipality's operations have functional, sustainable, and well-functioning premises. The Property department manages municipally owned properties, rents in residential and commercial spaces, and carries out new construction and renovations based on municipal operational needs.
The Property department consists of approximately 30 employees located in central Sala. As Administrative Manager, you report to the Operations Manager, participate in the management group, and are a member of the strategic property group.
Assignment and purpose of the role
The role of head of the administrative unit includes responsibility for operations, personnel, and economy. You lead five employees and ensure that you together contribute to the achievement of the department's goals.
As Administrative Manager, you have a central and strategically important role in the operations. You are responsible for economic delivery, including forecasting, budgeting, and annual accounts. You are also responsible for structure, documentation, and coordination regarding lease agreements, premises supply, and property-related issues, with a focus on long-term management, structure, quality, documentation, analysis, and reporting.
The role involves overall economic assurance and follow-up both within operational and investment projects, as well as within procurement, working environment, quality, fire safety, and regulatory requirements. You actively contribute to creating a sustainable, efficient, and long-term property management. The role also includes collaborating with the municipality's premises strategist, based on long-term premises supply work.
Your main tasks:
You are responsible for the leadership and steering of administrative functions such as economy, contracts, system administration, document management, and customer service. You ensure and are responsible for all parts of economic delivery and follow-up. You prepare, follow up on, and renegotiate contracts, both external and internal. You work with long-term premises supply work and property holdings.
The role is responsible for ensuring order, structure, and quality in all documentation and internal processes, as well as driving development work.
Competency requirements / Education
We are looking for you who
- Have a university degree in administration, economics, law, leadership, property, systems science, or public administration.
- Alternatively, other relevant education with documented experience in similar roles and leadership training
- Several years of documented leadership experience
- Valid driver's license (Category B).
- Basic understanding of property management, operations, and maintenance
- Knowledge of rental law and contract administration
- Knowledge of procurement and contracting models
- Familiarity with regulatory requirements (SBA, environment, working environment)
- Familiarity with the Public Procurement Act (LOU)
- Familiarity with the Principle of Public Access and secrecy legislation
- Experience in premises supply work
Merits
- Experience with Municipal administration and case processing
- Experience with economic system Visma
- Experience with property systems such as Pythagoras or similar
