Project Manager for the Property Department in Järfälla Municipality

Järfälla is located twenty miles northwest of Stockholm City Centre, with approximately 90,000 residents. Although the big city is close – just 20 minutes by commuter train or car to Stockholm C – everything you need is within the municipality. The Urban Development Administration in Järfälla Municipality has a broad mandate, responsible for everything from the early stages of the urban development process to operations and management. We are over 320 employees working together for the operations under the Environmental and Building Permit Board, the Technical Board, and the Municipal Executive Board. Järfälla is an expanding municipality; we are growing both geographically and organizationally.

The Property Department consists of about 50 employees and is responsible for approximately 430,000 m² of local areas, including schools, preschools, cultural and sports facilities, as well as care and housing for the elderly. Of this, over 100,000 m² are rented premises and apartments distributed across nearly 200 contracts.

The municipality has high environmental ambitions with a strong focus on environment, sustainability, and carbon emissions, which includes reuse and circularity.

The department consists of three units: the Administration Unit, the Property Project Management Unit, and the Customer and Technical Unit. We work with all types of projects, maintenance projects, installation projects, renovation projects, local adaptations, expansion projects, as well as new construction.

On our unit, we work together as a team and solve problems together – no one is better than anyone else. We are constantly working on improvements and fine-tuning our processes.

Responsibilities

As a Project Manager, you are responsible for the municipality's construction projects from political decision to completion and handover. You drive projects with a quality that makes clients and other stakeholders feel secure with you as the project manager. Following the approved budget, time, and quality is a given. As a project manager, you are engaged and bring forward suggestions and solutions. Communication is an important tool where you need the skill to handle clients, consultants, and contractors in their own language in construction contexts. It also includes being a good employee and colleague who listens and shares experiences.

The responsibilities include, among other things:

Project management from start to handover
Meetings with operations, purchasers, consultants, and contractors
Planning, follow-up, and administration in project tools
Economic management such as invoices and ÄTA (Additional Work) tasks
Call-offs, orders, and diary registration
Following the municipality's guidelines
Following the municipality's economic steering rules
Creating project plans
Building up schedules
Working with risks and deviation management
Creating environmental plans

Qualifications

We are looking for you who have:

An academic education in construction or equivalent
Several years of experience as a project manager in construction
Extensive knowledge of contract law, AB04, ABT06, ABK09
Extensive experience of construction projects, preferably as a public client
Experience of public procurement
Experience of negotiation techniques
Very good Swedish in speech and writing
Good IT skills
Category B driver's license
Ability to act as a client representative with BAS-P and BAS-U knowledge

Meritorious

Knowledge of CAD/3D design
Knowledge of environmental building projects and NollCO2
Experience of cost estimation work
