About the Company
Trafikverket is one of the largest construction clients and purchasers in the country and Scandinavia. The Investment business area is responsible for procuring and implementing Sweden's largest and most complex infrastructure projects, contributing to societal development through projects in both the planning and construction phases.
The ERTMS (European Rail Traffic Management System) is a common EU traffic management system introduced to simplify travel and transport across European borders. The ERTMS Program is responsible for finalizing the development of ERTMS systems and implementing ERTMS in Sweden.
About the Role
Trafikverket is looking for a resource consultant for a position as a railway construction manager within the Telecommunications (Tele) technical area, specifically within ERTMS.
The majority of the assignment during the years 2026–2028 will be located in Hallsberg and Bjärka-Säby. Thereafter, the assignment will move south to Malmö and the West Coast Line. The assignment involves a significant portion of the work taking place on-site at various contracts, requiring travel as part of the job. It is important to be flexible and able to switch focus between different assignments as they are carried out in parallel.
The assignment also includes transferring knowledge to Trafikverket employees regarding the tasks performed by the resource consultant.
Role and Responsibilities
As a Construction Manager for Tele within ERTMS, you will among other things:
- Lead and coordinate the assigned area or contract in collaboration with the contractor and under the direction of the client's project manager
- Ensure that the contract is planned, quality assured, and executed in accordance with the contract and established plans
- Ensure that the work is carried out within the framework of budget, authority decisions, agreements, permits, and understandings
- Perform follow-up of the contract according to the agreed control program
- Compile follow-up and forecasts
- Maintain and deliver reporting documents for the assigned area, contract, and/or technology
- Act as the client's representative on the construction site
- Contribute expertise and technical competence within the technical area
- Support project management in monitoring economy, time, quality, and environment
- Provide feedback on the contractor's drawings and other documents
- Check drawings and other documents, and compare and verify on-site
- Follow up schedules, incurred costs, and other orders
- Assist with forecasts of the contract's final cost
- Ensure that requirements from authorities and the client are met
- Monitor technology, economy, time, quality, environment, working environment, and safety
- Handle deviations
- Report the contract's economy and status monthly
- Monitor and document changes, additional work, and quantity deviations
- Participate in construction and economic meetings
- Participate in procurement
- Coordinate with other technical branches and adjacent contracts
- Monitor that necessary authority permits are in place
- Participate in and be responsible for necessary inspections and surveys
- Participate in the compilation of final documentation
- Monitor controls in the execution phase
- Provide technical advice
Competency Requirements
We expect you to meet all the mandatory requirements listed below, which should be clearly evident in your CV:
- Very good language skills in Swedish, both spoken and written
- Good knowledge of working with Microsoft Office software, primarily Word, Excel, Project, PowerPoint, and Outlook
- Category B driver's license
- Knowledge of laws and regulations as well as standards and directives such as AB04, AMA, and measurement and payment rules (MER) within the current Tele area
- Valid qualification as a Safety and Health Planner (SoS-planner)
- 10 years of work experience as a Construction Manager Tele or BPU Tele (site supervisor) from railway projects. The work experience must not be older than 15 years
Value-Added Requirements
- At least 1 year of experience in the construction and building of Opto 2.0 facilities, including Telehouses
- Local knowledge within the technical area of Bjärka-Säby, Tjust Line, and Stångådals Line, as well as SO Hallsberg
- At least 3 years of work experience as a Construction Manager Tele within ERTMS projects
Assignment Information
Assignment Period: The contract is valid for 2 years from the date the contract enters into force
Extension Option: 1 + 1 year
Start Date: The assignment must begin no later than 2026-10-31 but can start as early as 2026-08-01, provided the contract has entered into force
Scope:
- 2026: 60–80 percent of full-time equivalent
- 2027: 80–100 percent of full-time equivalent
- 2028: 80–100 percent of full-time equivalent
Base Location: Gothenburg, Linköping, Malmö, Solna, or Örebro
Placement/Work Area: Hallsberg and Bjärka-Säby during 2026–2028, thereafter Malmö and the West Coast Line
