Job Description
You are an internal resource or consultant within IT and a business specialist. You report project progress against established goals and plans to the client and steering group. As support, you utilize the PPS project model, which is partially adapted to the client's needs. In addition to PPS, as a state-owned enterprise, we are governed by guidelines, instructions, and directives. The client uses the project tool Antura for project reporting and resource allocation. As a consultant in a project manager role, you belong to the Business and IT Development Support department.
The department has the overarching strategic and operational delivery responsibility for the IT solutions that enable Common Functions and Finance to work according to their processes. The department is also responsible for developing the IT division's capabilities in integration, development, containerization, application development, application management, application operations, requirements, and testing.
Your tasks include planning, leading, coordinating, and administering projects through all project phases, so that objectives and sub-goals are achieved according to schedule and with good results. The tasks also include anchoring in the organization and handing over to an operations organization. As a project manager, in a first step, you need to prepare the project, appoint a steering group, set up the project team, create project directives, and calculate costs. An estimate of the capacity required in terms of storage and performance in the platform affected by an IT system must also be made. In a second step, the task involves leading the project to develop a solution or procure a system. In a third step, it involves implementing the system and establishing a common way of working. Establishing this common way of working is central to the project's ambition to succeed.
Furthermore, deliverables from the project include migrating a selection of information from a common folder structure to a new solution. Processes and routines supporting document and case management must be described, and information and training provided to all employees. Decommissioning of old systems must be planned and carried out.
Your Responsibilities:
- Create project directives and necessary documentation according to the above premises and client instructions, as well as control and project models.
- Lead the project so that the goals in the project directive are achieved.
- Drive activities and report progress to the steering group.
- Continuously inform various stakeholder groups.
- Responsible for the project budget and resource allocation.
- Responsible for delivering the project on time and at the right quality.
- Handle suppliers and supplier contacts.
- Lead internal project resources in a clear and positive manner according to the client's values.
- Hand over the project to the operations organization.
- Contribute to the operations plan and budget process.
Requirements
- You must master the Swedish language and be able to communicate fluently in Swedish, both orally and in writing.
- An academic university or college degree of at least 120 credits/180 ECTS with a focus on computer science and/or systems science, or equivalent work experience in the IT industry of at least 10 years.
- Documented education and/or certification in established project management methodology (e.g., PPS, PRINCE2, XLPM, PROPS, or equivalent methodology).
- At least 8 years of documented work experience as a project manager for IT projects.
- At least 3 years of work experience leading IT projects where external suppliers have participated.
- At least 3 years of work experience leading IT projects within an organization subject to public regulation or a corresponding complex control model.
- Have project-managed at least 3 IT projects where procurement of applications or application-near infrastructure was included.
- Practical experience of at least 1 implementation project of security-sensitive IT systems according to security protection legislation or corresponding regulations, with a consequence level corresponding to C or higher.
- Have project-managed at least 2 IT implementation projects where close collaboration with IT operations and IT security functions was included.
Preferred Qualifications
- At least 2 years of experience using digital project planning tools, e.g., Antura.
- At least 3 years of work experience with agile methods.
- Experience as a project manager in at least one project comprising at least 1 year of a comprehensive implementation project that resulted in significant changes in the organization's work processes, ways of working, or routines.
