We are looking for a driven and development-oriented County Director to assist the Governor in leading and developing the County Administrative Board of Skåne.

In this role, we collaborate closely with authorities, municipalities, businesses, and other societal actors to contribute to sustainable development in Skåne. With approximately 1.4 million inhabitants, the county is a dynamic and important region, where the County Administrative Board has a broad mandate and a central role in several crucial societal areas.

The County Administrative Board of Skåne is also the highest civilian total defense authority at the regional level and the responsible County Administrative Board for the Southern Civil Area, which includes Skåne, Blekinge, and Kronoberg counties.

The employment is a permanent position with a fixed-term appointment as County Director. The appointment of the County Director is decided by the government based on the Governor's proposal. Start date is October 1 or by agreement.

Your main workplace will be at our office in Malmö, but you will also work from our office in Kristianstad and have the opportunity to work remotely from home to some extent. Travel is included in the position.

Your main job responsibilities are to:

• lead and develop the authority
• lead and develop subordinate managers
• together with the management team, develop and coordinate the activities of the County Administrative Board
• lead the operationalization of the decisions made by the management team
• ensure a holistic perspective in the County Administrative Board's decision-making
• represent the authority, create networks, and coordinate interests with authorities and other actors in the county
• work strategically with competence supply.

Qualifications

We are looking for someone with strong leadership skills and experience as a decision-maker at a strategic level. You are a strategic and confident leader with a very good ability to create direction, engagement, and good conditions for the development of the organization. Through clear and trust-based leadership, you create participation and drive within the organization. You develop and engage your employees, promote self-leadership, and contribute to a work climate characterized by openness, respect, and collaboration. You communicate clearly, attentively, and trust-building, ensuring that goals, assignments, and expectations are well anchored.

As part of the highest management of the authority, you have a strategic perspective and very good judgment. You remain stable in pressured situations, make well-considered priorities, and make decisions even when the circumstances are complex. As a person, you have a very good self-awareness and understand your impact on others. You are goal- and result-oriented, see issues from a broad societal perspective, and have the ability to translate strategic goals into concrete actions. With decisiveness and a holistic view, you drive development, test new solutions, and adapt the direction of the organization when the environment changes.

For this role, we want you to have:

• academic education or equivalent education deemed comparable by the employer
• experience in executive leadership
• good knowledge of and experience in public administration and its decision-making processes.
• understanding of the conditions of the business sector.
• experience in working strategically with competence supply.
• good ability to express yourself well in both spoken and written Swedish and English.
• a driver's license.

To succeed in the role of County Director, you must be able to represent the authority, the state, and the county in a professional and trustworthy manner both internally and externally. You need to have the ability to build and maintain trusting relationships and collaborations, as well as the ability to resolve conflicts constructively. You also need to be able to listen to different parties and coordinate various interests, which requires agility in contacts with the environment combined with integrity, developed collaboration skills, and good communicative ability.

It is an advantage if you have:

• experience as a manager leading an organization with broad, diversified, and complex operations
• experience leading through other managers
• experience as a manager in leading and implementing change in larger organizations
• knowledge of the conditions for Skåne County
• experience of collaboration between different parts of the public sector
• experience from working in the Government Offices
• experience as a manager at a higher management level within the state administration
• knowledge of the various conditions at the regional level

Security Classification

You must be a Swedish citizen because the tasks within the employment are placed in a security class. A security review according to the Security Protection Act (2018:585) will be conducted.
