Assignment Description:

We are looking for a person for a full-time assignment as a Strategic Purchaser. The assignment will primarily be as an acting category leader for the category of Projecting until we find an internal solution. During this period (initially about 6-12 months), your assignment will mainly consist of working strategically and proactively to develop the category to best meet the customer's needs, but it will also largely involve tactical and operational parts such as call-offs from the existing framework agreement. Once we have appointed a category leader internally, the assignment will continue with purchasing work without category leadership responsibility. Currently, there are about 3.5 people working operationally and tactically within the purchasing category of Projecting, and you will work most closely with these individuals and also supervise them to some extent. It may also be relevant to lead other employees in the organization within category work.

Your tasks will largely involve strategic category management and development work within the category of Projecting. Several activities have already been initiated and therefore need to be continued. This includes refining and optimizing the call-off process including templates, following up, dialoguing and collaborating with suppliers and clients, supporting the organization in dialogue with contract management, training for compliance with framework agreements and strategies for the organization and clients, etc. In the call-offs you make, you are responsible for the entire operational purchasing process from the preparation of request for proposals, part in the evaluation of bids, negotiation and dialogue with suppliers, as well as contract writing and registration. You will continuously collaborate with the internal client for the project, where you are the specialist in purchasing and the client based on the organization's needs. Other strategic tasks also occur within the purchasing department where we work cross-functionally across category boundaries. You may also become involved in the development work of adjacent units and departments so that we can together utilize our collective capability. If necessary, you should also be able to carry out procurements within LUF where we often use Negotiated procedure.

The assignment requires good competence and understanding of communication and relationship building as the purchasing role involves contact points throughout the organization, from project managers in internal development projects such as construction projects, Safety Coordinators, IT developers, lawyers, etc., and with our suppliers.

Job Description

This assignment primarily involves taking over, continuing, and further developing work within strategic activities within the Consultant Category with a focus on Projecting and working with call-offs and procurements within the consultant category such as, but not limited to:

• Further develop the initiated work with the category strategy
• Develop the category's dashboard together with other strategic purchasers within the department
• Develop and implement scorecards for Supplier Follow-up
• Train and guide the organization on purchasing and contract-related issues
• Develop and implement structured capacity planning together with the organization and our suppliers
• Collaborate with framework agreement suppliers as well as with internal contract managers and lawyers regarding management and contract issues
• Conduct call-offs/procurements of consulting and projecting needs or within other categories where needs exist.
• Contribute your expertise to continuously improve Svenska kraftnäts working methods, routines, templates, and processes within purchasing-related issues.

Mandatory Requirements

• At least one of the following post-secondary education: university degree in economics, engineering, law.
• At least 10 years of work experience in strategic work with good results in development work within purchasing.
• Have 10 years of work experience in the technology, IT, construction, energy, infrastructure, or electrical power industry.
• At least 8 years of work experience in purchasing-procurement work in accordance with LOU or LUF.
• At least have conducted 3 framework agreement procurements for consultants with the contract basis ABK09.
• Must be able to speak and write Swedish and English for good dialogue with suppliers.

Desirable Requirements

• At least 3 years of work experience in supplier management in previous assignments/jobs as a purchaser.
• At least 5 years of work experience in call-offs/procurements of team deliveries within the last 10 years.
• Must have led and conducted at least 4 procurements according to the negotiated procedure.
• At least 5 years of work experience as a manager or leader in a supervisory position.
• At least 3 years of work experience in category management with good results.
