Strengthening the Procurement and Purchasing Work at the County Administrative Board!

The position belongs to the unit for case support and service, which has a broad cross-authority mission.

The 18 employees in the unit work with case and archive issues, internal service, reception, management support, operational protection, operational controlling, purchasing and procurement, data protection, and information security. We collaborate across our various areas of operation and work towards our common goal of creating conditions for the authority's managers and employees.

Job Responsibilities

With us, you will have a varied job that is both strategic and operational. Your main task is to support the operations in their procurements, and in your role, you will encounter most of the County Administrative Board's areas of operation. You will be involved in all steps of the purchasing process and responsible for the administration in our procurement system, currently Tendsign. You will write contract documents and coordinate and support contract managers in the follow-up of agreements. An important part of your work is to keep your colleagues updated, inform about current framework agreements and procurement rules, provide advice, and conduct internal training. The County Administrative Board has begun its journey towards e-commerce, and you are a key competence in this work.

You will be part of a national procurement network with other county administrative boards, and it may be relevant for you to drive national procurements on behalf of all county administrative boards. You are one of two procurement coordinators working in Jönköping, and together you will plan and develop the authority's purchasing and procurement work. Other important partners for you are the authority's environmental coordinators, data protection and information security coordinators, lawyers, economists, and managers.

Qualifications

We are looking for someone with a university degree in economics, law, or another area deemed relevant by the employer. Alternatively, you have completed a vocational training program in purchasing and/or procurement.

You have several years of experience working with purchasing and procurement and in writing contracts. It is a requirement that you have knowledge of the Public Procurement Act and its application. Your working method is digital, and you easily adapt to new IT systems. You have a good ability to express yourself in Swedish, both verbally and in writing. It is an advantage if you have:

  • experience in public procurement
  • knowledge of public access and confidentiality related to the purchasing process
  • experience in procuring both goods and services
  • knowledge of construction procurement
  • experience working in Tendsign or another procurement tool

You are responsible and have a structured working method with the ability to independently drive your processes forward. You work well with others, and you are attentive and accommodating in your interactions. You are a good listener and strive to deliver solutions based on the recipient's needs and the specific situation. You can weigh different perspectives and considerations and have the ability to identify the consequences of different solutions. You find it easy to make trade-offs and prioritize to find the most effective solution.

Conditions

The position is full-time and permanent. We apply a 6-month probationary period as a rule for our permanent positions. Start date as soon as possible by agreement.

The position is placed in a security class, so Swedish citizenship is a requirement. A security check will be conducted before a decision on employment.

Other

Interviews will be conducted from April 21 to 28. Work samples will be used as part of the recruitment process.
