About us

The Municipal Executive Board and the Finance Department, where the position is located, have their office in the municipal building in the central locality of Skutskär, about a 5-minute walk from one of the municipality's three train stations, with a bus stop and free parking around the corner.

About 30 people have their offices here, in a friendly and unpretentious environment. The Finance Department is responsible for the municipality's ongoing financial administration, compilation and development of the municipality's annual budget, budget follow-up, forecasts, and annual reports. The department also handles financing, procurement, purchasing issues, and liquidity management.

Job Responsibilities

As a procurement officer in Älvkarleby Municipality, you will have a central role where you are responsible for planning and conducting procurements in a businesslike and professional manner so that the municipality's needs are effectively met based on political goals. You will work on several procurements simultaneously, with your own project management responsibility and in very close collaboration with the municipality's other operations.

The work requires a tactical and strategic mindset as well as a high degree of business acumen combined with a focus on the legal perspective. You will also participate in our ongoing development work with the goal of making even better public procurements. You will work with procurements for all of the municipality's operations but will be employed in the Finance Department, which is part of the Municipal Executive Board.

Qualifications

We are looking for someone who is engaged and passionate about making good public procurements and wants the opportunity to influence and create benefits for the municipality and its residents.

You have a university degree or vocational education with relevant orientation, or equivalent knowledge acquired through professional experience. Education and professional experience in Public Procurement (LOU) and/or construction procurements are meritorious. We are looking for someone who is structured and can independently plan, organize, and prioritize work effectively. You are quality-conscious and meticulous and can work well with complex issues and problem-solving.

You have a good ability to express yourself in Swedish, both orally and in writing, as you will formulate clear requirements for bidders. Knowledge of the TendSign procurement tool is meritorious. Furthermore, knowledge of contract law along with a good understanding of legal language is meritorious. As a procurement officer, you are confident and stable and have the courage to act according to your convictions.

You find it easy to create contacts and are social and outgoing in professional contexts. Structured, planned, and organized are characteristics that describe you as a person, and you work from a service-oriented perspective. You are well-versed in procurement work, where your understanding of the professional terms in the work is particularly good, and you continuously maintain your specialist knowledge.
