Operations Manager for Financial Support

We are looking for someone who wants to work in a highly relevant area that is undergoing changes due to new social services legislation and other reforms. About the Position
As an operations manager, you will have overall responsibility within your department for Financial Support, report to the administrative director, and be part of both the operational area and the administration's management team.
In 2026, the administration will implement organizational changes to respond to the national reforms being carried out and to be able to offer residents the support and interventions they need to achieve meaningful employment and move towards self-sufficiency.
The organization of the operational areas of Labor Market and Financial Support is under investigation. The ambition is to create common structures and closer collaboration in the mission to help people achieve self-sufficiency.
You will have personnel, financial, and operational responsibility, and your subordinates will work within both the authority and your own execution, and you are responsible for providing them with good conditions to carry out their missions.
A large part of the work will consist of development and change work of the organization, processes, and working methods, as well as collaboration structures. As an operations manager, you need to have the ability to lead and inspire change.
Examples of Tasks:
- Personnel, financial, and operational responsibility
- Lead, plan, and follow up on systematic work environment efforts
- Ensure that the operations comply with applicable legislation, regulations, and guidelines
- Ensure that the operations work according to common municipal strategies and political goals
- Work long-term and strategically to develop the results and quality of the operations
- Anchor and implement the committee's decisions
- Monitor the external environment and stay updated on changes in the subject area
- Follow up on finances as well as results and quality in the operations through a functioning annual process
- Collaborate internally (within the administration and municipality) and externally (mainly with other authorities and civil society)
About the Workplace
The Gymnasium and Labor Market Administration has about 1,400 employees, the majority of whom work in the education sector (gymnasium and adult education). The departments of Financial Support and Labor Market together have about 200 employees, half of whom work with financial support and half with labor market interventions.
Your main physical workplace is located on Ribbingsgatan, but there is also activity at Campus Risbergska, and the administration's management is located on Åbylundsgatan. There is some opportunity to work remotely, but you are expected to be on-site most of the time due to the extensive development and change work that is ongoing.

Qualifications
As an operations manager, it is important that you are brave, clear, and decisive, have close and active leadership, and maintain a positive and enthusiastic attitude even in tough situations. You are flexible and unpretentious, and do what is required – where and when it is needed – for the operations to meet legislation and goals, and to create a good working environment for our employees. We also see that you are outgoing and socially active in professional contexts. You create contacts and maintain relationships. You work well with others. You listen, communicate, and resolve conflicts constructively.

Requirements:
- University/higher education degree of at least 180 credits in a field deemed appropriate by the employer
- Management experience with personnel, financial, and operational responsibility
- Experience working with social issues related to financial support, labor market, adult education, and integration
- Experience working with financial assistance
- Experience working in a politically governed organization
- Experience successfully leading change and development work
Meritorious:
- Experience leading managers
- Experience working with labor market interventions
- Experience in process management/control
- Experience in administrative or cross-municipal work

Interviews are expected to be held in the afternoon of March 11 and the morning of March 13.
