Botkyrka Municipality is the sixth largest municipality in Stockholm County and consists of the districts of Alby, Fittja, Hallunda, Norsborg, Tullinge, Tumba, Vårsta, and Grödinge. Botkyrka Municipality has approximately 95,000 inhabitants and over 6,400 employees.

The Community Building Administration manages and develops both urban and rural areas within the municipality. We have the overall responsibility for planning and creating the physical, legal, and business conditions for a safe and good living environment in Botkyrka. Our 125 employees work to enable good housing and an attractive local environment regardless of where one is in life.

The position and tasks

As a project manager for development, you will work to realize the municipality's visions for the development and exploitation of both municipal and private land.

In the department, we also work with the management of the municipality's land holdings, acquisition and sale of land, leases, property rights, land formation, and more.

Botkyrka is in an expansive phase with a strong willingness to invest, and several large, complex, and exciting development projects are underway, such as Södra Porten, Rikstens Friluftsstad, Slagsta Strand, Tumba Center, and the future development of central Tullinge.

In the role of project manager, you are responsible for driving various types of development projects in close collaboration with politicians, citizens, construction actors, and other stakeholders. With the support of specialists within the administration, you are responsible for legal, technical, and financial aspects from project start to completion. You will manage several projects simultaneously at different stages of the development process.

Your tasks include, among other things:

  • driving the work in your development projects according to set goals, budget, and timeline
  • leading and coordinating the project team
  • negotiating and establishing agreements, such as development agreements, purchase contracts, easements, and leases
  • preparing decision-making documents for committees and political leadership
  • representing the municipality in various forums
  • conducting land allocations
  • being responsible for the purchase and sale of properties.

You will also be an important part of and are expected to actively participate in the department's and administration's ongoing development and improvement work.

The position is located in the land and development department where we work with the entire community building process – from early ideas to fully developed projects. You will become part of a well-functioning, competent, engaged, and helpful workgroup. The land and development department consists of 15 people with different specialist roles and close collaboration. The administration also has its own administrative support functions for finance and communication.

You who are applying to us

We are looking for someone with a civil or university engineering degree in surveying, community building, or property development, or other relevant education combined with experience that we assess as equivalent.

Other requirements for the position

  • Several years of experience in similar tasks, preferably as a project manager in development.
  • You need to be able to communicate clearly in Swedish as you prepare decision-making documents and explain complex development issues to both politicians and other actors.
  • Experience in managing several parallel projects.
  • Experience with the Planning and Building Act (PBL) and the development process.

It is advantageous if you have:

  • Experience with implementation issues related to detailed plans.
  • Experience in negotiations with developers and other stakeholders.
  • Knowledge of property law, including land formation, easements, and utility rights.
  • Experience in investment calculations, profitability assessments, and financial follow-up in development projects.
  • Experience with land allocations and land allocation processes.
  • Experience working within a municipal organization.
  • Experience with political decision-making processes and committee matters.

To succeed in the role, you need to work in a structured manner and create order in the projects, especially when several development processes are ongoing simultaneously and when legal, technical, and financial aspects need to be integrated from start to implementation. You plan, follow up, and maintain direction in the projects even when conditions change.

You also need to be solution-oriented in matters concerning, for example, land allocations, agreements, property law, and implementation issues related to detailed plans. When obstacles arise, you analyze the alternatives, involve the right competencies, and propose solutions that advance the projects in a sustainable and legally secure manner.

The role also requires you to be collaborative and build good working relationships with colleagues, politicians, citizens, and construction actors. You contribute to clear dialogue, gather information, and create conditions for joint decisions that allow the projects to be driven forward efficiently and safely.
