The municipal management staff is the municipality's central support to the organization. Here, the economic office, personnel office, municipal management office, and culture and leisure unit come together.
Description
Forshaga, Kil, Hammarö, and Grums municipalities have formed a joint procurement center with Forshaga Municipality as the host municipality.
We are now looking for a temporary Contract Controller. The procurement center consists of a joint procurement unit that provides support to the municipalities and their companies. Procurement and contract follow-up are strategically important issues in the municipalities' work, and through collaboration, we create better conditions for efficiency, quality, and development.
You will be employed by and placed at Forshaga Municipality but will work for all four municipalities. Work meetings will be held as needed in each municipality.
Responsibilities
As a contract controller, you have a central role in the work with contract follow-up, contract management, and procurement analysis. An important focus area is to contribute to the municipalities' work in preventing and detecting welfare crime.
You ensure that suppliers deliver and invoice according to the contract and follow up on how businesses and companies use the entered agreements. During the year, the municipalities will introduce a spend analysis tool where you will play a key role in implementation and system management.
The work is carried out in close collaboration with colleagues in the procurement unit and with the municipalities' operations.
Your role includes, among other things:
- following up on contracts, suppliers, and internal contract compliance
- managing contracts, including implementation, management plans, extensions, price adjustments, and assortment changes
- analyzing procurement data and producing analyses and decision support
- conducting dialogue and follow-up meetings internally and with suppliers
- being responsible for the implementation and management of the spend analysis tool
- conducting internal training for the municipalities' purchasers
The municipalities use e-Avrop as the system for procurement and contract database.
Qualifications
We are looking for someone with experience in similar tasks and a degree in economics or another relevant academic or post-secondary education, for example in economics or procurement. Alternatively, you have equivalent knowledge and experience that the employer assesses as equivalent.
You have a good understanding of economics, analysis, and follow-up, as well as an interest in continuing to drive the procurement unit's digitalization and processes. You work data-driven, can handle and analyze large data sets, identify deviations, and contribute to detecting risks and fraudulent arrangements. You have good computer skills and enjoy working in Excel.
A driver's license (B) is required as travel between municipalities occurs.
Personal Qualities
You are analytical, meticulous, and curious, and enjoy delving into issues and asking follow-up questions. You are structured, self-driven, and have a good ability to collaborate with others. You express yourself well in Swedish, both orally and in writing, and have a pedagogical and trustworthy demeanor.
Experience in public procurement according to LOU is meritorious.
Great emphasis is placed on personal qualities.

Conditions
The position is a temporary full-time position until December 31, 2026, with the possibility of a permanent position if necessary decisions are made. Start date as soon as possible according to agreement.
