The Department of Overall Planning works with strategic planning and sustainability issues for the municipal management.

Within Governance and Support, we work closely with politics on the municipality's long-term and strategic issues. The Department of Overall Planning has a strategic and municipality-wide mission to develop Gävle within the Municipal Executive Board's responsibility for community building and is responsible for the Comprehensive Portfolio Expansion. Our mission also includes ensuring that the development of Gävle takes place with a focus on the environment and sustainability, where we integrate ecological, social, and economic sustainability perspectives into planning and decision-making.

The Unit for Strategic Community Planning is responsible for overarching infrastructure, planning and development issues, analyses, and governing documents that affect the entire community building process.

The unit has a special responsibility for comprehensive planning, development activities, land strategy, housing supply, the municipal group's Expansion Plan, and the Traffic Puzzle. As unit manager, you are also a sponsor and sub-portfolio owner for the BI portfolio and the Development portfolio.

As a unit manager, you are responsible for leading, developing, and following up on the unit's operations, results, and employees. You create structure and direction, and ensure good working conditions through a trust-based and present leadership.

The assignment requires that you:

  • Drive strategic development processes and contribute to a holistic perspective and coordination in a complex organization.
  • Establish structured and clear working methods that meet the municipality's needs for long-term community planning.
  • Collaborate broadly both internally within the municipality and with external actors such as authorities, property developers, and other partners.
  • Make well-founded decisions even in pressured situations and lead the operations confidently through change.

You are a manager who creates engagement and motivation by coaching, supporting, and encouraging employees to grow and take responsibility. You are clear and factual in your communication and always contribute to an open dialogue.

QUALIFICATIONS

Education Mandatory Requirements

  • Academic degree in community building or other education deemed relevant by the employer

Experience Mandatory Requirements

  • Experience in strategic development work in a complex organization
  • Several years of leadership experience, preferably in the public sector

Knowledge Desirable

  • Experience in operational development and change work.
  • Experience working in a politically governed organization.
