Location: Upplands-Bro Hybrid (on-site/remote)Assignment DescriptionWe are looking for a senior consultant who can lead a qualified investigation of exploitation within national interest areas for one of our largest clients. The assignment requires solid experience in planning and environmental legislation, advanced analytical skills, and the ability to balance societal interests against development needs. You will drive the work independently at a high strategic level, coordinate dialogue with authorities and stakeholders, and deliver decision-making materials of the highest quality. As an expert at level 4, you are expected to be confident in complex investigations and contribute both a holistic perspective and deep specialist competence.
Requirements for Tasks- Investigate the extent to which it is possible to exploit Norra Stäksön and what consequences it would have for national interest. • Analysis of the possibility of exploitation based on urban development. Analysis of the need to include the area in urban delimitation based on regional and municipal housing supply goals and other sustainability goals. • Analysis of the possibility to build without significantly harming natural and cultural values as well as the interests of tourism and outdoor activities. • Describe and analyze the value of the national interest at the location. • Analysis of the area's usage and how people move. • Analysis of the effects on nature with an increased number of residents and visitors. • Analysis of the impact on cultural environments. • Proposals for the scope and structure of exploitation to minimize impact on national interest. • Ongoing participation in working meetings for the detailed plan. • Responsible for dialogue meetings with the County Administrative Board. • Provide advice for the design of the detailed plan proposal. • Until the detailed plan is adopted, complement the investigation and assist in discussions about the impact of national interest and how the plan's consequences can be minimized. • In case of any appeal or review, contribute with materials and assist in statements to the court.
- Written report. • Review meeting on the investigation's conclusions before the investigation is compiled, at least 2 weeks before each written delivery. • Written report must be delivered in PDF format and must meet accessibility requirements (Requirements are specified in the European standard EN 301 549 V2.1.2, which is based on the international standard WCAG 2.1.). • Map data must be reported according to the municipality's specifications for the delivery of geodata o Information presented in maps must be delivered in SHP format o Map data, sample points, polygons, and areas must be delivered georeferenced with attributes according to the applicable SIS standard with information about their content in SHP format o Map data should also be deliverable in dwg format if requested.
Expert in strategic environmental assessment. Competence in natural environment. Competence in cultural environment. Environmental law – legal competence in the area of national interest and exploitation. Experience in environmental impact assessments. Experience in dialogue with the County Administrative Board on similar issues. All competencies must be offered within the assignment.
Competence LevelAssignment Responsible: At least level 4
Level Descriptions are profile descriptions at a general level. When classifying an individual's competence, the criteria for level descriptions must be met. Competence levels constitute minimum levels. A consultant who meets a higher level may also be offered at lower levels.
Knowledge – High competence in the area. Experience – 4-8 years as a consultant in the relevant area, is a role model for other consultants at lower levels. Leadership – Takes primary responsibility for leading a larger group. Independence – Very high.
Location: Hybrid (on-site/remote) Field surveys on-site. Meetings should be able to occur both on-site and remotely.
Documentation Requirements • You must document the process, so it can serve as a basis for a future environmental assessment.
Security Requirements The authority may, for example, impose specific and clarifying requirements for information security based on information classification, depending on the information to be handled.
