Operations Manager in Health and Care
Laxå Municipality is a pleasant small municipality located in southern Örebro County. We employ 450 people distributed across four operational areas – Municipal Management, Community Development, Education, and Health and Care. The Health and Care operational area is the largest in Laxå Municipality with over 220 employees working in various services and professional roles – all focused on meeting people's needs for care and support.
As an operations manager, you have great opportunities to influence the development of this operation, together with engaged managers and employees!
Areas included in the operational area:
- Elderly care (residential care, short-term accommodation, and home care)
- Disability services (LSS)
- Social psychiatry
- Health and medical care (HSL)
- Individual and family care (IFO)
These areas are organized into seven units, led by unit managers who are part of your management team. You report directly to the municipal chief and are part of the municipal management group. There, you actively contribute to the overall development of the municipality and make a difference - both for the organization and for the individuals we serve.
The operational area is facing significant development work, including related to digitalization, new legislation, and demographic changes. Laxå Municipality is also on a development journey with a new governance model based on trust-based management and leadership. As an operations manager, you have a clear mandate to lead in accordance with the governance model and the municipality's values. You are expected to be a cultural bearer by setting a good example and supporting your managers and the operation to work based on these principles.
As an operations manager, you lead and develop the operation. You are responsible for ensuring that goals and results are achieved - always focusing on providing high-quality care for our citizens. You have overall responsibility for the operation's organization, economy, personnel, and work environment. Together with your managers and employees, you create an efficient and modern workplace where competence and financial resources are utilized in the best way.
To take on this role, we believe you have:
- Relevant academic education
- Extensive experience in managerial roles within social services or elderly care
- Good knowledge of current and relevant legislation in the field, and experience in leading transformation work based on new directives and practices
- Experience in leading other managers and working in a politically governed organization
- Good knowledge and experience in working with budgets and achieving goals, including interpreting and analyzing financial results and forecasts
It is advantageous if you have:
- Education and/or experience in organizational and group development as well as change management, to build effective and secure operations
- Experience in working with trust-based management and governance

You exercise a responsive and trust-based leadership style, and are confident and communicative in your leadership role. You have the ability to motivate and inspire others to work towards a given direction. You think strategically and innovatively, and plan and structure work to ensure an efficient operation. You have the courage to make decisions based on professional ethics and judgment, even in pressured or uncertain conditions, with a realistic perspective and focus on the right things. You have a driver's license and excellent Swedish language skills in both spoken and written form.
