About the Workplace

The Municipal Management Administration has an overarching mission to support the entire municipality and drive strategic issues that contribute to an efficient and sustainable operation.
The position is located at the procurement unit, which consists of a procurement manager, a procurement coordinator, a contract controller, an e-commerce coordinator, and four procurement officers. The unit works both with operational support and overarching strategies and plays an important role in the municipality's work with procurement coordination and sustainable purchasing.
As part of the Municipal Management Administration, you will work closely with management, operations, and external partners – with short decision-making paths and great opportunities to influence.
The role is new in the municipality and offers you significant opportunities to influence both content and working methods. You will be a key person in the municipality's implementation of category management and in the development of sustainable and cost-effective transport solutions.
Your Responsibilities
As a vehicle coordinator with category leader responsibility, you are responsible for coordinating, developing, and streamlining the municipality's work with transport solutions (vehicles, travel, and transport).
This means that you:
- Lead the category area of Transport Solutions with responsibility for category plans, needs and market analysis, goals and follow-up, and coordinate the cross-functional category team.
- Take a municipality-wide responsibility for vehicle management – purchasing, leasing, maintenance, inspection, insurance, disposal, and vehicle inventory.
- Develop the municipality's vehicle fleet and mobility solutions, including coordinating agreements and routines (e.g., driving logs, alcohol locks, tires, maintenance, and fuel cards).
- Conduct needs and usage analyses and identify opportunities for coordination, sharing, and optimization of vehicles and travel.
- Follow up on usage, costs, and sustainability goals (e.g., CVD and Fossil-free 2030) and develop improvement proposals.
- Coordinate and participate in procurements and contract follow-ups in close collaboration with the procurement unit.
- Drive collaboration between departments to strengthen contract compliance, efficiency, and sustainable transport alternatives (e.g., car pool, bike pool, charging infrastructure).
- Lead or participate in development projects, workshops, and internal processes related to transport solutions.
- Conduct environmental monitoring and collaborate with external networks, including BioDriv Öst and Viable Cities.
- Act as an expert and contact person in vehicle and mobility issues internally and externally.
You will receive a mandate to create coordination, drive improvements, and ensure that the municipality achieves its goals in economy, service, and sustainability.
Qualifications
We are looking for someone who has:
- A university degree in a relevant field such as technology, logistics, urban planning, economics, purchasing; or equivalent experience.
- Solid experience in vehicle management, transport planning, procurement, or another coordinating function.
- Good understanding of public procurement, supplier management, and contract follow-up.
- Ability to analyze needs, costs, and usage data and translate insights into practical improvements.
- Ability to plan, follow up, and drive development work – preferably with a focus on sustainability and efficiency – both independently and in collaboration.
- Very good collaboration skills and experience working cross-functionally in a complex organization.
- Good communication skills in both spoken and written form.
- A valid driver's license (B).
Meritorious Qualifications
- Experience in category management, strategic purchasing work, or data-driven analysis.
- Experience in vehicle management, car pools, or mobility solutions in the public sector.
- Knowledge of environmental and climate requirements in the transport sector (e.g., CVD, fossil-free fuels, charging infrastructure).
- Experience in project or change management, as well as work with procurements or contracts in the transport sector.
- Experience from municipal or regional operations, especially in internal services, operations, or mobility.
