Legal Secretariat, Ministry of Defence

The Ministry of Defence is responsible for Sweden's military and civil defense as well as the society's crisis preparedness. The Ministry also oversees military supply, bilateral and multilateral defense and material cooperation, international operations, and defense intelligence activities. In light of the deteriorating security political situation, the government and parliament have decided to strengthen total defense. This will affect many areas of society. Sweden's membership in the NATO defense alliance also has a significant impact on the Ministry of Defence's area of responsibility.

As the head of the Legal Secretariat, you will work with legal issues across the entire scope of the ministry's responsibilities. You will be responsible for legislative projects and may also take on responsibilities for EU negotiations and project management within designated areas. As the head, you will closely collaborate with and lead several case officers and be responsible for producing committee directives, memoranda, legal council referrals, bills, and legislative texts. You will oversee the planning and quality of cases and ensure that they are prepared and anchored with relevant ministries, chief civil servants, and the political leadership. Quick decision-making in current issues may be required, and you should be prepared for the unforeseen.

The Legal Secretariat currently consists of 32 employees, four of whom are heads. The Secretariat is responsible for drafting legal council referrals, bills, and other legislative work, as well as issues related to legislative preparedness, international law, international humanitarian law, matters concerning the release of public documents, and coordination of divisions from other ministries. The Secretariat provides legal advice to the ministry's leadership and other units and participates in the work of other units on international agreements.

Your background

We are looking for someone who is an appellate court or administrative court assessor. You have extensive experience in legislative work and are an experienced representative of operations. Experience in leading legislative work from the Government Offices and experience within the Ministry of Defence's areas of responsibility is advantageous.

Your qualities

To succeed in your role, it is essential that your ability to collaborate is very good, as you will daily work together with and lead other employees in the unit. You are calm, attentive, and accommodating in your interactions and have the willingness and ability to help others. In a world-driven everyday life with us, you are expected to deliver and switch focus quickly, which requires your flexibility and ability to work accurately even under time pressure. Your good judgment, analytical skills, and ability to contribute to successful collaborations at all levels are defining traits. You have strong language skills in both spoken and written form and place great importance on the quality requirements set. Given that our issues often have international connections, you need to be able to work fluently in English in addition to Swedish. You also need to have a high level of security awareness.

We offer a permanent position, starting with a six-month probationary period.

The position is classified in a security class, and a security clearance with a background check will be conducted before a hiring decision is made. You must be a Swedish citizen, but having a foreign background is welcome.
