The Finance Unit is responsible for leading, managing, and following up on the department's economic processes. This includes designing, monitoring, and analyzing budgets and outcomes for the department's various activities. The unit also works to produce documentation for resource allocation to both municipal and independent operations and is responsible for the work and development related to state grants. Additionally, cross-departmental procurement and purchasing issues are part of the unit's mission.

RESPONSIBILITIES

As a controller, you play a central role in supporting our accountable managers with qualified analytical support. You contribute to the budgeting and forecasting process, conduct financial follow-ups, and assist with analyses to provide the organization with good decision-making support and optimize resource allocation. You work closely with the accountable managers to enable well-founded financial decisions and increase their security and understanding of financial information.

The role involves working proactively and solution-focused, where you not only follow up and analyze but also identify problems, formulate paths forward, and follow up on improvements. You are a partner who listens, raises questions, and challenges when necessary, while also identifying financial challenges and opportunities for efficiency. The foundation of the mission is to analyze the economy. It is not just about numbers, but about understanding what affects the operation, where resources are most beneficial, and how efforts can be made more precise. You contribute to development through process improvements in budgeting and forecasting work, project follow-ups, and reporting.

You strengthen our internal analytical capacity and actively participate in networks with other support functions to find smarter ways of working. In addition to analysis and follow-up, you educate and guide managers and operational support in financial matters, with the goal of raising financial awareness throughout the organization. You keep yourself updated on relevant administrative guidelines, digital tools, and system support, and actively seek knowledge to succeed in your role.

QUALIFICATIONS

We are looking for someone with a university or college degree in economics. You are confident in working with finance and have experience that has developed your skills and ability to work with budgets, forecasts, financial follow-ups, and reporting. You are used to working independently with analytical work and can explain and visualize complex financial relationships, such as investigations, budget deviations, or action proposals, in a clear, pedagogical, and target group-adapted manner.

You have a good understanding of how business systems and decision support work and relate to each other, and you are used to compiling documentation from several different systems to create reports or conduct analyses. You have excellent skills in Excel and can quickly familiarize yourself with new digital tools.

The Finance Department is one of several central support functions within the Department of Education, and it is important that you understand the importance of providing good quality and service to our accountable managers. To succeed in this, you need to have pedagogical skills and be able to express yourself simply and clearly both orally and in writing. Your communicative ability is one of your strengths, and you can adapt information to different target groups and enjoy educating others in financial matters. You need to be comfortable presenting information to both larger and smaller workgroups. Good communication skills in Swedish are a requirement.

The Department of Education and Labor Market is one of the largest departments in the municipality, with approximately 3,000 employees. Our operations are spread throughout the municipality, with about 35 primary schools, 87 preschools, 40 after-school centers, and four high schools. We work to ensure that children and young people have the tools they need to find their way in both the present and the future. We advocate for a holistic view and a common thread in development and learning from preschool through high school. A growing adult education program and a labor market unit focused on those who need extra support are also part of the department.
