As a procurement officer, you will play an important role in ensuring that our purchases are made in accordance with applicable legislation. A significant part of the work involves conducting procurements from start to finish. You contribute your expertise and increase the understanding of LOU in our departments, thereby creating the right conditions for our procurements. Most of your work will be operational but with a number of strategic elements, such as developing our purchasing strategy and the method for contract follow-up. Your mission

As a procurement officer, you will be part of the management support department, which is a support department in the management assignment. You will also work closely with others in the company and with the procurement unit of Mölndal municipality. You have an important role in supporting and educating employees in LOU, overall ordering competence, contract responsibility, etc. Within the framework of LOU, you will organize the procurement work, identify the company's needs, and be responsible for and carry out the company's procurements in collaboration with other departments. You will collaborate with central procurement organizations to ensure that we have agreements in critical operational areas. You will develop our strategies and routines for procurement, supplier follow-up, deviation management, and contract monitoring as well as the handling of PUB agreements. Within the framework of LOU, you will organize the purchasing work, be responsible for and carry out procurements as well as renewed competition (FKU). The focus of the procurement work concerns property-related goods and services where framework agreements with craft companies are of particular importance.

The mission consists, among other things, of:

• being responsible for the company's procurement activities in accordance with LOU
• monitoring, assessing, and collaborating with central procurement organizations, e.g., via HBV, Adda, Purchasing and Procurement in Gothenburg, or via the procurement unit in Mölndal municipality to utilize these agreements in our operations.
• ensuring the registration of completed procurements
• managing requests for the disclosure of public documents and any reviews within the procurement area
• monitoring the external environment within the area of responsibility
• creating conditions for compliance with laws and regulations, national and EU directives.

In this role, you are the expert in your field and guide and support other employees in the organization who have different levels of competence in LOU. You are confident in your role and in yourself. You are responsive to the organization's needs and good at collaborating and creating good relationships both with colleagues and external stakeholders. You express yourself well in both speech and writing and have a good ability to guide colleagues in a simple and pedagogical way. You are also analytical and structured and have the ability to independently plan and carry out your work.

Skills

As a procurement officer, we want you to have:

• education as a procurement officer/purchaser, at a university, college, or vocational school, or equivalent education combined with more than five years of experience in public procurement.
• the ability to be business-minded and handle the economic and commercial aspects of a contract/business and have knowledge of both procurement and business law.
• the ability to prioritize among several procurements based on the organization's needs.
• IT skills in relevant areas for the position.
• knowledge of the regulations regarding public access and secrecy laws.

It is meritorious if you have:

• work experience from property management and public and/or municipal operations.
• worked in the procurement tool TendSign.
• the ability to handle procurements from a supplier perspective.
• experience in construction procurements.

Other important information

The position is a permanent full-time employment (100%). A probationary period applies. You report to the head of management support. Your workplace is at Häradsgatan 1, near Mölndal city center.
