Procurement Officer at the National Forensic Centre

We are now looking for a procurement officer for the finance unit in Stockholm. The authority's procurement function is small and consists of two procurement officers who provide support to the entire authority. One of the two procurement officers is retiring, and we are therefore looking for a replacement. The finance unit is located at the head office, near the central station in Stockholm. The procurement function is a highly valued support throughout the authority and works in close collaboration with both managers and other employees. As a procurement officer, you will also work closely with the procurement coordinator located at the authority's operations in Linköping. In addition to procurement issues, the finance unit is also responsible for accounting and operational management/controlling. The National Forensic Centre is in a development phase focusing on digitization and modernization of the authority's IT environment.

Your Mission

The work as a procurement officer is varied and consists of ensuring that the authority's procurements and purchases are conducted in a businesslike and resource-efficient manner according to applicable regulations. As a procurement officer at the National Forensic Centre, you will conduct procurements and call-offs on the Kammarkollegiet framework agreements, together with competent buyers who are experts in their fields. You are responsible for driving the procurement process from needs and market analysis to contract signing. The procurements and call-offs concern both goods and services of varying nature – ranging from IT systems to laboratory equipment, client meals, and security systems. Your tasks include monitoring current legislation and case law in the procurement area, providing advice in connection with procurement matters, offering advice and support during direct procurements and call-offs, monitoring and following up on entered agreements, participating in the development of purchasing processes and routines, and preparing and conducting internal training in the purchasing and procurement area.

You will primarily work in Mercell TendSign, but also in Proceedo and the Office suite.

Qualifications

• Higher education in law, economics, or another relevant field, or post-secondary education in purchasing or public procurement, or equivalent experience deemed relevant by the employer.
• Several years of experience in driving and conducting procurements of goods and services according to LOU, within the public sector.
• Very good knowledge of Swedish in both spoken and written form.

Desirable

• Experience in independently investigating procurement law issues.
• Experience with appeals and familiarity with independent correspondence in these matters.
• Experience in conducting procurements in the IT sector.

To succeed in this role, you need to be self-driven, service-oriented, meticulous, and quality-conscious. You have good judgment, are calm and secure in yourself, and have a problem-solving approach as well as strong linguistic analytical skills.

Employment

The position is a permanent full-time employment that begins with a six-month probationary period. Start date by agreement. Placement in Stockholm. The National Forensic Centre applies individual salary setting. The authority's units are located in different locations in Sweden, so travel in the service may occur. Depending on the needs of the operations, there is the possibility to enter into an individual agreement for remote work for part of the working hours.
