Purchaser at FOI
FOI, the Total Defence Research Institute, is one of Europe’s leading institutes for applied research in defence and security. FOI is an authority under the Ministry of Defence and is tasked with conducting research, method and technology development, and investigations for total defence and in support of disarmament, non-proliferation, and international security. The activities are carried out on behalf of primarily the Government Offices, the Swedish Armed Forces, the Swedish Defence Materiel Administration (FMV), and the Swedish Civil Contingencies Agency (MSB). At FOI, we have about 1400 employees, of which more than 1000 work directly with research and development. Our competencies span the entire field from natural sciences and technology to social and political sciences.

About the position
In the role of purchaser, you will work with procurement in a very broad area that includes everything from IT and technology to operational services and consulting services. Your main responsibility is to handle orders for goods and services that FOI needs in its operations. The orders are made in the form of direct procurements and calls from framework agreements. As a purchaser at FOI, you have an important role as the link between the internal orderers of the organization and the suppliers. The position involves a lot of communication with relevant parties and places high demands on service orientation and smooth handling of your cases. You belong to the authority's supporting operations but also have close contacts with suppliers for handling and follow-up of deliveries. Your placement will be in Linköping, and the work is primarily conducted on-site at FOI's premises.
About the unit
At FOI, you contribute your knowledge to an organization that works for a stronger total defence and society. For you as a purchaser, this means among other things supporting various projects within, for example, defence technology and security with orders for goods and services. You also handle orders for goods and services that the authority needs otherwise. Your work at FOI makes our clients, such as the Swedish Armed Forces and the Swedish Civil Contingencies Agency, more efficient, knowledgeable, and stronger in their respective areas. You will be part of the procurement section, which belongs to the finance unit. The section currently consists of four purchasers, five procurement officers, one procurement lawyer, and a section manager. The finance unit is part of the Research Support Department.
Do you have the competence profile we need?
Requirements
- High school diploma with a focus on economics, social sciences, law, or equivalent education that the employer assesses as equivalent
- Several years of relevant experience as a purchaser
- Experience in administering orders in Agresso or similar procurement systems
- Good ability to express yourself verbally and in writing, in both Swedish and English.
As a person, you are structured and can organize and prioritize your work effectively. Furthermore, you have good collaboration skills and enjoy finding constructive solutions to challenges that arise at short notice. You are service-oriented and like to see things through to completion. You should be a stable person as the work can be very intense at times. We place great emphasis on personal qualities in this recruitment.
Meritorious
- Experience working at a contracting authority
- Basic knowledge of LOU
- Experience working in the procurement tool Mercell TendSign

The position is a permanent employment that may begin with a six-month probationary period.
