Procurement Officer at FOI

FOI, the Total Defence Research Institute, is one of Europe's leading institutes for applied research in defense and security. FOI is an authority under the Ministry of Defence, tasked with conducting research, methodology and technology development, as well as investigations for total defense and support for disarmament, non-proliferation, and international security. Our operations are conducted on behalf of primarily the Government Offices, the Swedish Armed Forces, the Swedish Defence Materiel Administration (FMV), and the Swedish Civil Contingencies Agency (MSB). At FOI, we have approximately 1400 employees, of which over 1000 work directly with research and development. About the Position

In the role of procurement officer, you will independently and together with colleagues be responsible for procurement and purchasing of goods and services. You will also contribute your knowledge in the form of training and advice to the organization's purchasers. As FOI is one of Europe's leading research institutes in defense and security, we have a very varied need for acquisitions. In addition to regular procurement work, you will also work with call-offs, contract follow-ups, and improvement work. Your placement will be in Kista, and travel may occur. The work is primarily conducted on-site at FOI's premises.

About the Unit

You will be part of the purchasing section belonging to the finance unit. The finance unit is under the Research Support Department. The section currently consists of a section manager, four procurement officers, four purchasers, and a procurement lawyer, located partly in Kista and partly in Linköping. The placement for this position is Kista.

As a procurement officer, you will support various projects in areas such as defense technology and security with the procurement of goods and services. In addition to the core business needs, the section is also responsible for other acquisitions within the authority. Your work at FOI enables our clients, such as the Swedish Armed Forces and the Swedish Civil Contingencies Agency, to become more efficient, knowledgeable, and stronger in their respective areas. Do you have the competence profile we need?

Requirements

  • Relevant university or college education or other training combined with relevant experience for the role
  • Several years of experience in public procurement as an employee of, or on behalf of, a contracting authority or unit
  • Good ability to express yourself well in Swedish and English, both orally and in writing
  • Very good knowledge of the Public Procurement Act (LOU)
  • Experience with the procurement tool Mercell TendSign

As a person, you are driven and stable with high integrity. You work in a structured and independent manner but also have good collaboration skills and are clear in your communication with colleagues and purchasers. As a procurement officer at FOI, you value good deals and apply LOU in a purposeful manner. We place great importance on your personal qualities.

  • Experience working with technology and IT-driven purchasers

The position is a permanent employment that may begin with a six-month probationary period.
