Senior Strategic Purchaser

About us

The Labor Market Services section is part of the Business Area for Labor Market Services and is responsible for procurement and business development of services and training for job seekers. We have a spend of over four billion kronor per year and are the largest player in Sweden in labor market services. Our work makes a difference – we create conditions for more people to receive the right support on their way to employment!

We are a team of 19 colleagues in strategic purchasing, procurement, and supplier management. We collaborate closely with other units within the agency. We are now looking for a senior strategic purchaser who can contribute with their expertise, provide guidance, and drive the development of our business. With us, you will have a dynamic and business-oriented role where you can influence both operationally and strategically!

Job Description

You will have a key role in developing and conducting procurements of labor market services. You will work both operationally and strategically to ensure business-like and sustainable solutions that create value for both the agency and society.

Your main responsibilities include:

  • Conduct legally secure and strategic procurements according to LOU and LOV in close collaboration with colleagues and stakeholders
  • Develop the procurement work and drive innovation to optimize deliveries and create better results
  • Build and develop supplier relationships to ensure high quality and competitiveness.
  • Manage contracts, including contract changes, extensions, and business follow-ups, as well as handling complaints regarding services or training
  • Contribute with guidance and expertise in public procurement to both the team and other parts of the organization

Our Offer

The position is a permanent full-time employment that may start with a six-month probationary period. Possible locations are Malmö, Växjö, Gothenburg, Halmstad, Linköping, Jönköping, Stockholm, Örebro, Gävle, Östersund, or Umeå.

Basic Requirements for the Position

  • Academic degree of at least 180 credits in law, economics, IT, or YH/KY education in public procurement of at least 400 YH points, or equivalent experience that the employer assesses as equivalent
  • Several years of experience in independently conducting procurements in accordance with LOU
  • Good knowledge of Swedish, that is, good ability to communicate orally and in writing, as well as high reading comprehension

Other Merits for the Position

  • Experience in contract management and follow-up that includes sanction management such as fines and cancellations
  • Experience in project management
  • Experience in LOV
  • Experience with the procurement system TendSign
  • Experience in category management
