The Position

The position of Emergency Director is located at the County Administrative Board's emergency unit, which currently employs 23 people.

The emergency unit consists of a planning and an implementation function, as well as a group that works with internal coordination within the County Administrative Board. The emergency unit collaborates with local, regional, and national actors to create a safe and secure society. The County Administrative Board must plan for preparedness and be able to manage situations that arise before, during, and after a crisis or war. The County Administrative Board is the highest civilian total defense authority at the regional level.

Job Responsibilities

As the Emergency Director, you will lead and develop the County Administrative Board's work within civil preparedness both internally and externally. The work involves driving and developing the capabilities of various actors in civil preparedness in the county and collaborating within the civil area. You will participate in and lead several networks at the local, regional, and national levels.

You will be the head of the emergency unit, where you, together with the deputy Emergency Director and functional managers, will lead the daily work within the unit. You will have personnel, work environment, and financial responsibilities. You report directly to the county management and are part of the management team, collaborating with other units based on a holistic view of the County Administrative Board's overarching mission. The role of Emergency Director also includes leading the County Administrative Board's crisis and war management organization during various societal disturbances or heightened preparedness.

The work is varied, cross-sectoral, and very outward-facing, which requires agility in contacts with the environment combined with integrity.

Qualifications

We are looking for someone who has:

• Relevant academic degree at the university or college level or other education that we assess as equivalent
• Several years of managerial experience
• Experience in leading employees and operations towards set goals
• Experience in civil or military preparedness
• Good ability to express yourself in Swedish and English, both orally and in writing
• Driver's license (B)

It is advantageous if you have:

• Experience in leading operations and personnel within public administration
• Experience in strategic collaboration between authorities and regions, municipalities, businesses, and civil society within total defense
• Experience in successfully leading operational development within civil or military preparedness

In the role, you need to be communicative, social, and outgoing, as well as have a good ability to engage and inspire different target groups internally and externally. As a leader, you have the ability to be attentive and adaptable but are also clear and create conditions for managers and employees to succeed in their work. The position also requires a good ability to work long-term, goal-oriented, and strategically.

Conditions

The employment means that you have trust-based working hours.

The County Administrative Board applies a six-month probationary period for this position.

The position will be placed in a security class, which means that we will conduct a security review with a background check according to the provisions of the Security Protection Act before the position is filled, and the requirement for the position is therefore Swedish citizenship. The position will be part of the County Administrative Board's crisis management and war organization.
