Our Organization

Region Uppsala has the state’s mandate to be responsible for driving regional development work in Uppsala County. The work is carried out within the Department of Regional Development, which works for an effective implementation of regional development policy as well as internal work with human rights and the environment. The county's vision is to create a good life in a sustainable and innovative knowledge region with international appeal. The starting point for the work is Uppsala County's regional development strategy, which also serves as the Agenda 2030 strategy.

We initiate, coordinate, and drive the county's development work together with the county's public, private, and non-profit actors. The assignment includes performing tasks within the EU's structural funds. We work for strengthened collaboration around skills supply and an inclusive labor market. We support actors and structures for business development and innovation. We offer an interesting and exciting assignment together with competent colleagues, mostly done in collaboration with other actors, such as the county's eight municipalities, other regions in Central Sweden, and relevant authorities.

We are now looking for a regional development strategist focused on rural areas to join our team!

Your Assignment

Your assignment should be characterized by a holistic view across several societal sectors that captures the uniqueness of rural areas, their challenges, and opportunities. The position aims to contribute to a viable rural area with equal opportunities for entrepreneurship, work, housing, and welfare throughout Uppsala County.

The focus is on contributing to a sustainable and competitive rural area where businesses can grow and develop by strengthening rural entrepreneurship related primarily to commercial services and food and forestry issues. In addition to these areas, other enabling issues may also become relevant, for example, contributing to a holistic perspective in urban planning in collaboration with colleagues.

The position also includes monitoring the external environment, collaborating in relevant networks both internally and externally, and having responsibility as a subject area expert towards our partners, for example, in collaboration with the county's municipalities and external actors such as authorities, local and regional businesses, among others. The work with regional development largely starts from identifying areas of development or challenges in collaboration with various societal actors and functioning as the link between the local and national levels.

Your Qualifications

We are looking for someone who has a strong interest in and commitment to rural development. You have a university degree or other education and experience that the employer assesses as equivalent. You have experience working with and understanding the conditions of rural areas, the needs of businesses, and strategic development opportunities. You should have knowledge of the food chain, primary production, and sustainable food supply. Likewise, an understanding of service development in sparsely populated and rural-adjacent areas.

It is an advantage if you have:

  • Insight into the role of forests for economy, ecology, and social sustainability.
  • Experience in development and change work, preferably at a strategic level.
  • Experience working in a politically governed organization and have experience from municipal or state collaboration.

Your Competence

As a person, you are self-driven, flexible, and have the ability to structure your tasks effectively, are persistent, and complete ongoing projects. You take the initiative for various activities and achieve results while maintaining a holistic view where you prioritize the county's best interests in both actions and decisions. You should be collaborative with a good ability to build and maintain networks and relationships.

The position also includes some administration, follow-up, and responding to consultations, as well as preparing matters for politics and management. You will also be the contact person for authorities, organizations, and private actors. Therefore, it is important that you have good communication skills, feel comfortable leading meetings in front of larger groups, and making the contacts required by the assignment.

You have good Swedish in both spoken and written form. We place great emphasis on your personal qualities.

The position is a permanent employment (100%), but a probationary period may be applied. Start date as soon as possible by agreement.
