About the Position
The Service, Support and Process Support unit is responsible for ensuring that all employees in Örebro Municipality have a well-functioning digital work environment by managing support cases, orders, and delivering hardware such as computers and mobile phones. In this role as unit manager, it is important that you always keep the user's perspective in focus, both when leading and developing the organization's capabilities.
As a unit manager, you have operational, personnel, and budget responsibility for the unit. The role includes leading, supporting, and developing the skills of subordinate employees. You will be part of the department's management team and are expected to actively participate in and contribute to the department's development.
In addition to the personnel, financial, and operational responsibilities that come with the managerial role, you are also expected to examine the unit's opportunities for development and efficiency regarding organization, working methods, and routines.
The department is under construction, and you are expected to actively work in the ongoing change process to ensure a cost-effective and well-functioning organization. Close collaboration with your managerial colleagues across the entire administration is required to maintain and develop common routines and working methods and deliver according to the department's and the entire administration's missions and goals.
Examples of Responsibilities:
- Operational, personnel, and budget responsibility
- Review current working methods and processes
- Create groundwork and conditions for efficiency improvements
- Process ownership for ITIL
- Contribute to the whole and drive, develop, and follow up the operations against set goals
- Create a good work environment and contribute to being an attractive workplace
- Be responsible for priorities, resource allocation, and implementation capacity
- Know and follow applicable laws, policies, and routines for the operations
- Work in personnel and financial systems
About the Workplace
The Information Supply and Digitalization Department is located within the Municipal Executive Administration and is tasked with providing all municipal operations with central support in the joint effort to ensure powerful digital tools and solutions through innovation and new thinking.
The department has the overall responsibility to lead and coordinate the municipality's digitalization development and digital transformation with a focus on increased value creation. This also includes developing and promoting the municipality's innovation capacity. In addition, the department is responsible for ensuring effective, reliable, and secure information supply and a sustainable architecture for the municipality's information management.
The Support, Service, and Process Support unit primarily includes the department's service desk and IT support for the municipality's operations. The unit works a lot on assignments based on our objects. As a unit manager, you will have support from process owners, process leaders, and team leaders within the unit, in addition to the municipality's common support functions.
Within the Information Supply and Digitalization Department, there are also units for Strategy, Architecture and Transformation, Assignment Management, Development, and IT Operations.

Qualifications
As a person, you are proactive, driving your work forward in a transparent, structured, and organized way. You have a holistic view and understand your role in the whole. You are clear and have an easy time communicating both verbally and in writing. Your ability to collaborate is very good, and you care about developing your operations and personnel.

Requirements:
- Relevant academic degree or equivalent competence/experience that the employer assesses as equivalent
- Experience in driving change and development work with successful results
- Experience working in an IT or digitalization organization
Meritorious:
- Experience working in a support organization
- Documented managerial experience with personnel, financial, and operational responsibility
- Knowledge/experience in leading or developing ITIL processes
- Experience working in a politically governed organization
- Knowledge/experience of pm3 as a governance and collaboration model
