The Swedish Civil Contingencies Agency (MSB) is the leading, guiding, and coordinating authority in civil defense. We ensure that society is prepared for crisis, high alert, and war.
Do you want to contribute to strengthening Sweden's civil defense through qualified financial management and business development? We are now looking for an experienced Controller who wants to help develop steering, follow-up, and financial processes within our division for Cybersecurity and Societal Critical Communications.
The Division for Cybersecurity and Societal Critical Communications has a technology and IT-focused operation. We are responsible, among other things, for Sweden's national communication system for command and cooperation, Rakel, and the development of its upcoming successor, SWEN. Other areas of responsibility include space issues and command centers. The operation is financed through both grants and fees. Our mandate also includes providing financial contributions to various actors within civil defense to increase command and cooperation capabilities.
Your responsibilities and tasks
As a Controller, you play a central role in the division's steering and follow-up. You act as a qualified support to the Division Head and the division's management group, and contribute to creating prerequisites for subordinate managers to steer and follow up on their operations effectively. You coordinate and lead a team of economists and controllers. Your tasks range from budgeting to producing analyses, decision support materials, and forecasts, as well as developing working methods, processes, and routines within the financial area. The role places high demands on collaboration, communication, structure, and a proactive approach to work.
Examples of tasks:
- Provide qualified support to the Division Head and unit managers within the division regarding financial matters, business steering, and follow-up.
- Prepare budgets, forecasts, analyses, and decision support materials.
- Follow up on operations and finances, and identify areas for improvement.
- Lead and coordinate a team of economists and controllers.
- Ensure quality and consistency in financial analyses, reporting, and follow-up.
- Develop and quality-assure financial processes, routines, and working methods.
- Contribute to strengthening the division's ability to plan and follow up on operations in the short and long term.
Your knowledge and competencies
We are looking for someone who has:
- An academic degree in economics or another education that the employer assesses as equivalent.
- At least three years of experience working as a Controller.
- Experience in providing qualified support to managers at higher organizational levels, with responsibility for several subordinate management levels.
- Experience working closely with management groups and contributing with analyses, decision support, and financial steering.
- Experience in leading and coordinating economists, controllers, or similar specialist functions.
- Experience in developing, implementing, and improving processes and routines within financial or business management.
It is meritorious if you have:
- Experience working within a government agency.
- Good knowledge of the statutory regulations for financial and business management.
- Experience with fee-financed operations.
- Experience working in larger or complex organizations.
- Experience with major change and development work.

About the employment
We offer you a permanent full-time position starting with a probationary period, with the possibility of extension.
Your place of work will be Stockholm or Karlstad, and travel during employment will occur.
Most of our positions involve placement in a security class. Swedish citizenship is usually required. In the event of placement in a security class, a security investigation with register check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.
About us
The staff for the Division for Cybersecurity and Societal Critical Communications is a management support unit tasked with supporting the Division Head in directing, planning, steering, and following up on operations. The task includes being a contact point towards the division and coordinating questions internally as well as with other parts of the agency. The assignment also includes handling several external contacts. Assignments on the staff are often event-driven. Therefore, it is important that we all understand that there can be quick changes and that tasks and assignments may vary over time.
On July 1st, the cyber operations were transferred from the Swedish Civil Contingencies Agency to the Swedish Defence Radio Establishment. This means that the division will have a changed assignment from the turn of the year. A decision on this will come after the summer.
