About the Business
The Street and Traffic Unit is part of the Street and Park Department within the Operations and Services Administration. The unit is responsible for the maintenance, upkeep, and management of the municipality's streets, roads, and public spaces. The assignment involves responsibility for a business with a broad scope and high complexity, where planning, prioritization, and implementation of both long-term investments and daily operations place great demands on structure, foresight, and readiness.

The responsibility also includes regulatory enforcement in the traffic area, such as traffic regulation, parking, bicycle strategy, permits, and concessions of public places. A central part of the assignment is to ensure accessibility, traffic safety, and functionality in the public space every day, year-round.

The Street and Traffic Unit consists of twenty-four employees, with ten direct-reporting officials, including one supervisor with independent operational and personnel responsibility for fourteen construction workers in operations.

About the Job
As Unit Manager, you have the overall responsibility for operations, economy, personnel, and work environment. You ensure that the unit delivers according to political decisions, legislation, and set goals with a special focus on quality, efficiency, and legal certainty.

The role entails clear responsibility for leading and developing a business with both clearly operational elements and strategic planning. You are responsible for the unit's regulatory enforcement in the traffic area, that maintenance and upkeep work is carried out according to plan, developing working methods and processes for operations, handling, and permitting, and ensuring that the organization has the right conditions to carry out the assignment.

You are part of the department's management group and actively contribute to the overall development work. The role also involves close collaboration with, among others, other administrations within the municipality, authorities, and contractors.

About You
We are looking for you who is a confident and structured leader with a good ability to lead businesses with high complexity. You need to thrive in creating order, clarity, and functioning processes, even in situations that require quick decisions. You are communicative and have an easy time building trust, both internally and externally. With a present leadership style, you create engagement and ensure that the business delivers with quality in everyday life.

Requirements

  • Relevant university education, for example in urban planning, civil engineering, traffic planning, or similar.
  • Experience of leadership with personnel and operational responsibility.
  • Knowledge of regulations related to public places.
  • Good understanding of maintenance and upkeep work related to winter road maintenance, cleaning, streets, pedestrian and cycle paths, lighting, signage, and traffic.
  • Experience of budget work, investment planning, and follow-up.
  • Good ability to express yourself in speech and writing in Swedish.
  • Category B driver's license.

Meritorious Qualifications

  • Knowledge of street and traffic issues.
  • Experience of permit processes, regulatory enforcement, or similar tasks.
  • Experience of municipal processes and politically guided operations.
  • Understanding of maintenance and upkeep work related to bridge structures.

The position is a permanent full-time employment in Karlskrona Municipality with the workplace in Karlskrona. Start date is by agreement.
