The County Administrative Board works on behalf of the government to ensure that national goals are implemented in the county. Our broad operations cover environmental, nature, cultural heritage, business, urban planning, rural development, emergency preparedness, and total defense issues. In dialogue with other stakeholders, we coordinate various interests and promote sustainable development on Gotland.
Approximately 150 people work here, and our head is the County Governor, Charlotte Petri Gornitzka.
Description
The Rural Development Unit is one of seven units at the County Administrative Board of Gotland County. The unit's overarching mission is to work regionally for the EU's and Sweden's agricultural and rural policies, as well as with simplification and growth issues. This involves processing various types of EU support for agriculture and rural areas within the framework of Sweden's strategic plan for the Common Agricultural and Rural Policy. The mission also includes veterinary issues such as animal welfare, food control, disease protection, and pre-approval of animal housing. The unit also works to promote the development of green industries and the countryside through various competence and information initiatives. In addition, it involves actively contributing to the implementation of strategies at the regional level.
A new task is for the County Administrative Board, in its role as an emergency preparedness authority, to develop and coordinate work on food security at the regional level. We are now looking for an employee who wants to work on developing this area. At the Rural Development Unit, socially important activities are carried out within the emergency preparedness sector's functions: primary production, disease protection, animal health and care, and food safety. Within the new task, work within, not least, primary production needs to be strengthened. The authority already has a cross-unit working group with representatives responsible for the other functions in the emergency preparedness sector.
Responsibilities
As a strategist/handling officer, you work with the emergency preparedness sector for food and drinking water, primarily within the area of food supply. You have close cooperation with colleagues at the County Administrative Board, both within and outside the unit, with a focus on units working with the socially important functions of the emergency preparedness sector. Your role includes tasks such as:
- Develop internal and external coordination to increase society's robustness in food supply together with the county's actors. For example, within the framework of the Civil Emergency Preparedness Council for Business and within the framework of the food strategy
- Map socially important activities within food supply
- Work with risk and vulnerability analysis within food supply. Also in collaboration with other county administrative boards when relevant
- Collaborate with external companies and organizations, such as the Swedish Farmers' Association
- Collaborate with Region Gotland regarding food preparedness and Gotland's regional food strategy
- Participate in joint cooperation and exercises within the civil sector
- Work with situation reports and reporting within the sector
The position will also be combined with primary responsibility for processing land acquisition cases. The County Administrative Board's main task under the Land Acquisition Act is to examine applications for acquisition permits for agricultural properties. The purpose is to protect settlement and employment in rural areas.
The County Administrative Board's operations and our needs change over time, which means you may also get to try other tasks within the authority.
Qualifications
We are looking for you who have:
- A degree in Agronomy with a focus on livestock or food, or equivalent education assessed by the employer as equivalent
- Good knowledge of the rules and economic conditions of agriculture and the food chain
- Experience of regional cooperation within the framework of food production/supply and/or food preparedness
- Experience of investigation and analysis work
- Ability to work both strategically and operationally
- Good ability to express yourself well in speech and writing in Swedish and English
- Good IT competence and experience working with computers as a tool
- Category B driver's license

You can quickly familiarize yourself with regulations, as the position places high demands on a structured work approach and administrative competence.
Conditions
Since the position is security-classified, a security check and register control will be conducted upon employment.
