Description
The Sector for Governance and Support coordinates the work between Söderhamn Municipality's four sectors and is responsible for strategic development at an overarching level. We work closely with political decisions, providing specialist competence and service to citizens and our colleagues.
Your Assignment
In this managerial role, you are responsible for two central areas within the Sector for Governance and Support – the Secretariat Unit and the Public Guardianship Unit.
As Head of the Secretariat Unit, you are responsible for operations within records management, archives, legal affairs, council secretariat, and the political case handling process. You lead the preparation work for the Municipal Executive Board and the Municipal Council, as well as support to the service organization. The Secretariat works closely with citizens, elected officials, and other operations.
An important part of the assignment is to lead and coordinate the election work before and during elections, where the secretariat functions as the election secretariat on behalf of the Election Board.
You are also the head of the Public Guardianship Unit, which has two employees working on behalf of the Public Guardianship Board. The unit is responsible for matters concerning guardianship, trusteeship, and curatorship.
You have responsibility for working environment, budget, and personnel for the units and lead the daily work together with competent employees.
In this role, you collaborate closely with the HR Director/Deputy Municipal Manager, who is your direct supervisor. You contribute to good collaboration and a strong sense of "we," where the municipality's core values – citizen focus, engagement, and trust – permeate the work.
Your Competence
As a person, your strengths should be organizing based on order and structure, as well as a high sense of service and responsibility. You can create conditions for positive engagement and co-creation among employees in all areas of the unit, allowing them to take responsibility and giving them the mandate to succeed. You are flexible and non-hierarchical, wish to work operationally, and have close collaboration with your employees. You enjoy changes and appreciate variation and challenges in your work.
You have relevant academic education in the field, e.g., political science or law, or alternatively other education or experience that the employer considers equivalent. You have several years of managerial experience. You should have good knowledge of the job's areas of responsibility and solid knowledge and experience of working in a politically governed organization.
Since large parts of the operation are legally regulated, you need to understand the political leadership's goals and assignments and have the drive to transform these into activities within the unit's assignment. You will become an important part of creating conditions for the development and quality assurance of the political case handling process.
You need to have very good knowledge of Swedish, both in speech and writing.
The position may require the candidate to undergo a security clearance check.
