Unit Manager for HR Development

RESPONSIBILITIES

As the Unit Manager for HR Development, you lead, develop, and support the unit's employees and operations. You are responsible for creating good conditions for professional and high-quality HR support, focusing on operational benefit and long-term development.

The unit includes HR strategists in areas such as working environment, competence supply, HR analysis, as well as manager, leadership, and employee development. There are also HR consultants who work closely with the Governance sector and support managers with general HR matters.

You are responsible for collaboration and a holistic view, working to develop operations from both efficiency and productivity perspectives in close cooperation with other parts of the organization.

The role includes:

  • Leading and developing the unit and its employees
  • Driving and coordinating strategic HR work at the municipal level
  • Developing and quality-assuring HR processes and methods
  • Ensuring good delivery to operations based on quality, efficiency, and operational benefit
  • Creating good collaboration and a holistic perspective within the HR and Communications Department and the rest of the organization
  • Planning, following up on, and developing operations based on goals, quality, and economy
  • Leading change and development work within the HR field

You are part of the management team and, together with other managers in the HR and Communications Department, you actively contribute to the department's joint development, collaboration, and strategic direction.

QUALIFICATIONS

We are looking for you who have a university degree in the HR field or other education and/or work experience that the employer considers relevant for the position.

You have:

  • Work experience in strategic HR work
  • Previous managerial or leadership experience
  • Documented experience in leading change and driving development and change work

Experience working in a politically governed organization is an advantage.

To succeed in this role, you need to be a secure and development-oriented leader who can combine strategic thinking with close and trust-based leadership. You have the ability to create structure, direction, and engagement in an operation with many contact points and assignments at both strategic and operational levels.

You lead through trust and clarity and have the ability to create participation, motivation, and responsibility among your employees. Through present leadership, you support and develop both individuals and groups while ensuring progress and results.

Since the assignment involves coordinating and developing HR matters in a complex organization, it is important that you have good collaboration skills and are easy to build trusting relationships with. You work without hierarchy and have a holistic perspective where you consider the needs and best interests of the entire organization.

You are communicative and confident in representing HR matters in various forums. You express yourself clearly, adapt your communication to the recipient, and create dialogue and understanding even in complex issues.

The role also requires that you are change-oriented and have the ability to drive development forward. You thrive in environments where conditions may change and have the ability to create structure and progress even in unclear situations. You see opportunities, think long-term, and dare to try new ways of working to develop operations and strengthen HR's contribution to the organization.
