Do you want to take responsibility for a socially important operation where legal security, service, and trust are at the forefront? In Halmstad Municipality, the building permit operation plays a central role in how our city develops - for residents, businesses, and future generations. We are now looking for a secure and present unit manager who wants to lead the technical part of the building permit department during a parental leave substitute position!
Your tasks
As the unit manager for technology, you are responsible for leading and developing the unit during a period where the operation is in an active development and change process. The assignment involves managing and further developing ongoing working methods and structures, as well as ensuring continuity in leadership and control.
The unit consists of building inspectors, supervision handlers, handlers within housing adaptation, and administrative staff. You have responsibility for operations, personnel, and working environment, and are responsible for creating clarity in assignments, priorities, and working methods.
The role includes leading the work with the exercise of authority within the building process, including supervision according to the Planning and Building Act, as well as ensuring legally secure and efficient handling. You are responsible for preparing and presenting cases to the board, where supervision cases constitute an important part, and therefore need to be secure in representing the operation in a politically governed organization.
The assignment involves close collaboration with a colleague manager within the building permit department. The operation works in a common and cohesive process where the units are dependent on each other, which requires close and trusting collaboration. You need to have a holistic perspective and the ability to plan, prioritize, and drive the operation forward together with the other manager.
The role requires a present, clear, and stable leadership where you can make decisions, follow up, and ensure implementation even in situations that require integrity and judgment.
You are expected to contribute to a work culture characterized by professionalism, respect, and responsibility, and actively work for good cooperation and a constructive work climate within the unit.

You are a secure and clear leader who has the ability to create structure, make decisions, and maintain a long-term direction in the operation. With a curious approach, you care about how the operation is perceived by residents and partners, and you communicate in a way that creates understanding and trust. You value collaboration, share responsibility, and contribute to a respectful and professional work climate where employees thrive, develop, and take joint responsibility for the result.
Requirements:
- Management experience in a relevant area.
- Experience of working with the community building process.
- Relevant higher education in the field, such as architecture, community planning, law, civil engineering, or other education that the employer considers equivalent.
- Good ability to express yourself in Swedish, both orally and in writing.
- Good digital skills.
It is an advantage if you have experience of working in a politically governed organization and knowledge of the exercise of authority. Building technical knowledge, especially related to building permits, is also seen as an asset to quickly get into the assignment. Experience of team-based and process-oriented working methods and project management training is also an advantage. Since the assignment involves travel within the municipality, it is positive if you have a B driver's license.

Other information
