About the Job
Sussa Samverkan is seeking a COO with full responsibility for operational leadership. The role is central, ensuring stability, progress, and delivery in a complex collaborative environment between the regions. As COO, you will act on behalf of the Sussa Samverkan steering group, report to the steering group, and serve as the presenter at meetings. The assignment entails clear and extensive executive responsibility, where you are expected to take a comprehensive approach to both operational control and strategic direction. The role requires very high operational and strategic capability, secure and clear leadership, and strong legitimacy in both regional and national collaboration. The role involves significant responsibility and high expectations, where the ability to lead, drive, and hold the organization together during change is crucial. You must be able to make decisions even under uncertainty, prioritize in complex situations, and create clarity, stability, and progress in a dynamic and multifaceted collaborative structure. As COO, you are expected to lead change, translate joint decisions into concrete action, and ensure that the steering group's direction is implemented throughout the organization.
Leadership and Governance
- Act as the operational support for the steering group by delivering high-quality decision-making materials and clear consequence analysis.
- Ensure that the steering group's decisions are implemented and executed in the operations through clear control, follow-up, and accountability.
- Actively develop and maintain robust structures for governance, responsibility, and decision-making within Sussa Samverkan.
Supplier and Contract Responsibility
- Be responsible for continuity, quality, and structure in relationships with key suppliers and partners, as well as other strategic collaborative forums.
- Ensure professional, business-oriented, and consistent handling of contract issues, including follow-up on commitments, deliveries, deviations, and changes.
- Represent Sussa Samverkan in dialogue, negotiation, and escalation with suppliers, ensuring a balanced trade-off between the regions' needs, agreed commitments, and suppliers' delivery capabilities.
Collaboration and Culture
- Represent Sussa Samverkan with a unified regional perspective and act as a unifying force between participating regions and collaborative partners.
- Create trust, stability, and a calm working environment in a virtual and geographically dispersed organization through clear communication, structure, and presence.
- Promote a good leadership and employee culture within Sussa Samverkan, characterized by trust, clarity, accountability, and respect, in line with Sussa Samverkan's values.
About You
In the role of COO within Sussa Samverkan, we are looking for a secure, mature, and action-oriented leader with the ability to navigate complex collaborative environments with many stakeholders and high delivery requirements. You take responsibility, make well-founded decisions even when conditions are uncertain, and build trust through clarity and integrity.
Essential Requirements
- Relevant academic education with a focus on management, business development, IT/digitalization, or healthcare, or equivalent documented experience.
- Documented experience in operational leadership within a complex organization, preferably within the public sector or another large operation with many stakeholders.
- Experience working with a steering group, board, or equivalent decision-making forum, including the preparation of decision-making materials.
- Experience in leading, coordinating, and driving operations without formal line management responsibility, in environments requiring collaboration across organizational boundaries.
- Documented experience in contract and supplier management, including follow-up and handling of deviations.
- Documented experience in representing the organization in the media, including handling press inquiries and interviews.
- Good ability to express yourself in a structured and professional manner, both verbally and in writing, in Swedish.
Merits
- Experience of regional and/or national collaboration, preferably in environments with multiple owners and complex governance.
- Experience working with large IT or business programs, preferably within healthcare or other critical societal operations.
- Knowledge and experience of portfolio management, program management offices (PMO), the pm3 management model, and/or the ITIL framework.
- Experience working in a virtual and geographically dispersed organization, with collaboration across regional and organizational boundaries.
