The Kalmar County Association of Local Authorities is owned by the twelve municipalities of the county. The association serves as a platform for collaboration among member municipalities, primarily focusing on youth and education, establishment, health care and social services, as well as Environmental Cooperation South East. We have a total of 23 employees.

Regional Cooperation and Support Structure (RSS)

Health and social welfare constitute a regional cooperation and support structure (RSS) and serve as a link between the national level and the municipalities' social services. We work closely with the Swedish Association of Local Authorities and Regions (SKR) and the National Board of Health and Welfare. In this role, we channel various state grants and support municipalities in knowledge development and knowledge management. The assignment includes;

• supporting collaboration on issues concerning social services and health care between the twelve municipalities of the county and between the municipalities, the region, and the county administrative board,
• supporting municipalities in the dialogue on knowledge development and knowledge management at the national level, and
• supporting the development of evidence-based social services and municipal health care at the regional and local levels tailored to regional and local priorities.

About the Position

Our current operations manager will retire in the autumn of 2026, and we are therefore looking for a successor. We offer a leading and coordinating role within an important societal area. Do you want to help develop the operations together with us?

We are looking for a driven manager with experience and commitment who can help lead the area group, but also the association, through the challenges of the future with the aim of creating a powerful and sustainable effort for both small and large municipalities.

The municipalities face significant challenges in health, social welfare, and care. Collaboration between municipalities, regions, the state, and other actors is therefore crucial to create long-term conditions for providing residents with good social services as well as care and support, even in the future.

As the operations manager, you will lead an operational area with a group of employees responsible for collaboration and development within social services and municipal health care. The role includes leading and developing the operations both strategically and operationally.

A central part of the assignment is to coordinate processes within the county's network of social and care managers and to create good conditions for the network's work. Collaboration with Region Kalmar County is also an important part of the assignment, including through the strategic networks within the framework of Joint County Management in collaboration on social services and related areas within health care and schools. Cooperation with educational institutions and universities is also a significant part of the work.

The operations manager reports directly to the association manager and is part of the management team of the Association, where everyone contributes to the whole and the development of the association. The assignment includes operational, personnel, and budget responsibilities.

Qualifications

We are looking for someone with work experience from a strategic managerial role as well as a higher education degree in social work or another equivalent education in behavioral science, political science, or health care.

You have solid knowledge of and experience in the municipalities' social services and health care.

Your experience is important to us, but we also value your personal qualities and competencies. You must have good strategic ability and a holistic perspective. As a person, you are curious, development-oriented, and thrive in forward-looking work. Your leadership is trust-based, which means you are good at engaging and inspiring employees towards clearly communicated goals, where a strong personal responsibility, good work environment, and clear expectations are important cornerstones.

You also have a good ability to organize and lead processes with a high degree of systematics, foresight, and responsiveness. Work in the strategic networks requires the ability to enable and lead without having formal decision-making authority.

We see that you preferably have experience in collaboration between municipalities and regions, as well as with other regional and national actors.

The position requires you to express yourself well in spoken and written Swedish. The work involves travel, mainly within the county, which means that a B driver's license is a requirement.
