Deputy Director at the Swedish Transport Agency

The Swedish public administration consists of approximately 200 agencies that operate directly under the government. An agency is led by a head appointed by the government. For certain agencies, the government also appoints a deputy head known as the deputy director.

A position as a deputy director means a permanent employment at the agency, but as a deputy director, it is limited to a certain time period. Typically, the first term as a deputy director is six years. The salary is individual and determined based on the requirements of the position and the individual’s qualifications and experiences.

The Swedish Transport Agency, also referred to as LFV, is a state-owned enterprise (i.e., an agency under the government) that provides a safe, efficient, and environmentally friendly air traffic service for civil and military aviation as well as services for unmanned aviation. The agency also works to achieve transport policy goals. LFV operates nationally and internationally within four main areas: air traffic services, total defense and robust air traffic services, other commercial activities, and research and innovation. The largest portion (about 80%) is attributed to air traffic services, which includes air traffic control and technical infrastructure.

The Swedish Transport Agency is one of four emergency agencies within the transport sector. Most of LFV's operations are conducted within the agency itself. A smaller part, especially the commercial activities, is conducted through the agency's companies. In 2024, LFV provided air traffic services at 16 airports in Sweden from Kiruna in the north to Malmö in the south, as well as at four control centers. LFV and the companies where the state has direct or indirect controlling influence form a business group. The LFV group consists of the agency LFV, the wholly owned holding company LFV Holding AB, and the subsidiaries LFV Aviation Consulting AB, Aviseq Critical Communications AB (AVISEQ), and Entry Point North AB (EPN). The companies within the group are managed by the agency. LFV has approximately 1400 employees and has its headquarters in Norrköping, but operates at several different locations across the country. The agency is led by a board that includes the director general. The director general is the head of the agency. There is also a deputy director at LFV.

Qualifications

We are looking for someone who is a proven good manager and leader with:

  • Experience in successfully leading operations in a large, complex, and geographically dispersed organization with both specialist competencies and generalists.
  • Experience working strategically with governance issues, business development, and finance in a larger public organization.
  • Good knowledge of public administration and its decision-making processes, as well as an understanding of the political structure in which the agency operates.
  • Experience working strategically with security issues, including information security.
  • Understanding of commercial issues and experience with the challenges that arise when industries are deregulated.
  • Good knowledge of Swedish and English.
  • Relevant academic degree or equivalent.

You should also have the ability to:

  • Lead and develop operations together with the director general within the framework of a good governance culture to achieve set operational and financial goals.
  • Effectively develop and manage the agency's operations and infrastructure based on the agency's tasks.
  • Communicate complex relationships and contexts both internally and externally.
  • Work strategically with competency supply issues.
  • Establish and develop good relationships and collaboration forms both within the agency and with other stakeholders in the field.
  • Strategically improve the agency's ability to effectively implement and carry out development projects.
  • Represent the agency in external contexts, nationally and internationally, in a trustworthy manner.

It is advantageous if you have:

  • Relevant industry knowledge in the transport sector.
  • Experience in conducting larger procurements.

Other

Only Swedish citizens can be appointed as deputy directors at the Swedish Transport Agency. The position is classified in a security class. A security check with a background check will therefore be conducted before a decision on employment as a deputy director.
