Region Västernorrland is responsible for healthcare, dental care, regional development, and public transport. Our BI team plays a key role in providing the organization with decision support and data analysis that makes a real difference for the residents of the region.

We are in an exciting phase of expansion. The team currently consists of a mix of employees and consultants with specialist expertise in Microsoft's BI stack (SQL, SSAS, Power BI). We are currently undergoing a technical transformation where we are exploring AI-supported development and are about to implement a new region-wide scheduling system. Do you want to be the structured force that makes this happen?

We are now looking for a Scrum Master focused on delivery and coordination who wants to be the hub of our daily work. We are looking for someone who is confident in a leadership role without needing to have personnel responsibility. You understand that structure is a prerequisite for creativity.

The position is a full-time project employment with a start date as agreed until 2027-12-31. The location will be agreed upon at one of the following places: Sundsvall, Härnösand, Sollefteå, or Örnsköldsvik.

Do you want a key role where you combine agile leadership with operational project management? With us, you will be the "oil in the machinery" in a team where innovation and data-driven business development are in focus.

As a Scrum Master, you create the conditions for the team's success. You own the daily ceremonies (standups, retrospectives, planning) and protect the team from external disturbances so that developers can focus on code and architecture. You work closely with our Team Leader/BI Architect to free up time for technical innovation. Your role includes:

• Identifying and removing obstacles that hinder the team's progress.
• Ensuring that the backlog is updated and prioritized in consultation with the product owner and the business.
• Coaching the team in agile principles and contributing to a safe, transparent, and learning culture.
• Serving as the first point of contact for incoming questions and relieving developers of administrative tasks.

As the delivery responsible, you are responsible for coordinating projects to integrate the region's systems into the data warehouse. You do not need to write the code, but you should understand the dependencies. This includes:

• Keeping timelines and deliveries together with external suppliers and internal clients.
• Transforming the business needs into clear, prioritized "user stories" for the developers.
• Being responsible for monitoring and reporting the status of projects.

We would like you to have an interest in AI and modern development tools (we are transitioning to AI-supported development and would like you to be curious about how this changes the agile working method).

We are looking for someone who

• Has a post-secondary education in IT, project management, or equivalent experience
• Has at least two years of practical experience as a Scrum Master, Team Leader, or agile project manager
• Has experience working in issue tracking systems (e.g., Azure DevOps, Jira)
• Has a very good command of Swedish in both spoken and written form, as all documentation and business dialogue occurs in Swedish

It is advantageous if you

• Have experience in Business Intelligence, Data Warehousing, or working with data flows (so you understand the complexity of what we are building)
• Are a certified Scrum Master (CSM/PSM) or have training in SAFe
• Have experience working in the public sector/politically governed organization
