Regional development, together with healthcare and dental care, constitutes the region's three core activities. Regional development is responsible for the regional development in the county. This includes culture and folk education, sustainability, growth and business, public health, as well as public transport and infrastructure. We are part of Region Västernorrland and largely work on behalf of the Swedish government. Our work is permeated by the regional development strategy for Västernorrland 2020-2030, also known as RUS. The vision for the regional development strategy is a Västernorrland where we act together for the best of Västernorrland and together create the necessary action power to seize all of Västernorrland's opportunities - today and in the future.

The Culture Unit, together with the region's three folk high schools, constitutes the Culture and Education activities, which are part of Regional Development. Here, we work for accessible culture throughout the region. The unit encompasses regional culture and cultural heritage development, art promotion, artistic expression, regional library activities, and Europe Direct Västernorrland. Through co-financed activities, we are also responsible for regional performing arts, regional museum activities, and film and handicraft promotion. Regional library activities are part of the cultural collaboration model and are regulated by regulation SFS 2010:2012. The activities are based on national cultural policy, regulations for regional culture, as well as library law and discrimination law. Relevant regional plans and policies, such as the regional cultural plan and regional library plan for Västernorrland, guide the activities. In collaboration with public libraries in the county and other relevant partners, we work for digital development and participation, reading and literature promotion, and the democratic role of libraries.

We at the Regional Library in Västernorrland are now looking for two library consultants to join us. The positions are permanent full-time employment with a start date of 2026-09-01 or earlier by agreement.

At the Regional Library Västernorrland, you will work for regional development and a sustainable and democratic society through increased participation and access to knowledge for the region's inhabitants. A new regional library and cultural plan will be developed and implemented starting in 2027. Together with your colleagues at the Regional Library and other stakeholders, you will help develop a plan for the work ahead.

You will work with:

• Collaborating with municipalities, civil society, and other relevant stakeholders to initiate development projects that lead to the goals of the library plan being met
• Promoting participation and broadening participation in society and cultural life
• Playing a coordinating role in public library collaboration in Västernorrland
• Working to promote reading and literature in Västernorrland
• Arranging training sessions and meeting places
• Working in a team-based manner within the unit and with colleagues in the administration

The position involves travel and overnight stays.

We are looking for someone who

• Has a university degree in library and information science or another education that the employer deems equivalent
• Has good competence in digital tools, process management, or development work.
• Has good knowledge of Swedish and English in speech and writing
• Has a B driver's license

It is advantageous if you

• Have an education in communication, literature, and reading promotion
• Have previously worked in a library
• Have experience working with democracy, for example, with accessibility or human rights
• Have knowledge of national minority languages
