The Municipal Executive Office is the administration for the municipal council and the municipal assembly. The office also serves the integration and labor market committee as well as the water and environmental committee.

JOB RESPONSIBILITIES

As a specialist, you will contribute environmental expertise to the entire Land and Development operation as well as in other projects that may involve other administrations in the municipality. You will work broadly with issues related to contaminated areas from both technical, legal, and economic perspectives. Other issues within the Environmental Code area may also be included in the job responsibilities. The role includes both providing support and advice and driving and monitoring environmental issues in projects. You will collaborate with, among others, the technical administration, the community building office, and Kalmar Water. It may also be relevant to participate in or drive development projects related to contaminated areas.

As a specialist, your role includes assessing the status of the land and producing investigations. The work includes reviewing consultants' investigations, risk assessments, and remediation proposals as well as producing these materials yourself. You will create and review economic calculations and assess economic consequences based on the land environment. Furthermore, you will support projects during the procurement of consultant investigations and measures and contracts within the land environment and contribute to tender documents and evaluate offers. You may also serve as support in connection with the establishment of implementation agreements and costs to be settled after completed construction and according to agreements.

The position is located in Land and Development at the Municipal Executive Office. You will be part of a team of about 25 colleagues with high competence in various areas. We believe it is important to help each other, and with our combined knowledge, we can achieve more.

QUALIFICATIONS

We are looking for someone with a relevant academic degree equivalent to a bachelor's/master's level, such as civil engineering or natural sciences in fields like environmental technology, geoscience, or similar areas, with solid experience in contaminated areas and good knowledge of relevant legislation, remediation measures, material handling, cost, and liability regulations.

You also have competence or experience in procurement and can deliver effective results both independently and in collaboration with others. You are computer literate, work fluently in Microsoft 365, and have experience with GIS tools. A driver's license (B) is required for the role.

Experience in municipal operations and urban development, as well as experience in design and construction phases, is advantageous.

In the role, you work independently and in a structured manner. You are analytical, and with your knowledge and experience in contaminated areas, you can propose solutions and provide advice. The position involves, in addition to internal collaboration, many contacts with consultants, contractors, and other administrations and authorities. Therefore, it is important to be collaborative and have good communicative and pedagogical skills. We place great emphasis on personal qualities.
