As a County Councilor, you play a central role in leading and developing a socially important authority with significant implications for the future of the county.

Here, you work with complex issues related to social development, legal security, environment, crisis preparedness, and regional coordination, translating the state's mission into practical implementation. The role offers clear responsibility, a broad mandate, and the opportunity to contribute to a stable, coordinated, and sustainably long-term development for the county's residents and stakeholders.

Job Responsibilities

As a County Councilor, you are the closest collaborator of the Governor and the one who takes over the assignment when needed. Together, you form the authority's highest management and are responsible for ensuring that operations are directed, followed up, and developed in line with the government's mission. The role involves keeping together an organization with many areas of expertise and creating clarity in both direction and working methods.

You lead the strategic work and ensure that planning, budgeting, and results are interconnected in a way that provides stability and good foresight. This means you work closely with the management team, drive common priorities, and ensure that the authority's internal processes function well. In your daily work, you switch between long-term considerations and situations that require quick decisions.

A central part of the assignment is to represent the state and the authority in contacts with municipalities, regions, businesses, civil society, and other state actors. You also participate in national cooperation among county administrative boards, where common working methods and solutions are developed in areas such as case management, IT, crisis preparedness, and integration.

To provide an overview, we highlight some of the most significant areas of responsibility:

• lead and develop the authority's strategic work and internal governance
• be a manager of managers and coordinate the work of the management group
• drive change and development work within governance, culture, and competence supply
• represent the authority regionally and nationally.

The position means that you will be employed on a permanent basis. You will then have a fixed-term appointment as County Councilor.

Qualifications

It is important that you have:

• good experience in leading managers
• an academic education
• good knowledge of and experience in public administration and its decision-making processes
• experience in leading an organization with broad, diversified, and complex operations as a manager
• understanding of the conditions of the business sector.

It is advantageous to have:

• experience as a manager in leading and implementing change in larger organizations
• experience from working in the Government Offices
• experience as a manager at a higher management level leading operations within the state administration
• knowledge of Västmanland's various conditions.
