Water Administrator at the Water Unit
The County Administrative Board's approximately 300 employees work as the government's representative at the regional level. Our mission is to develop the county and ensure that national political goals are implemented in the region. At the Water Unit, there are about 40 employees on an annual basis and 15-20 additional employees during the field season (May-October). Here we work broadly with issues related to water, fishing, and environmental monitoring in the county. Everything from the restoration of aquatic environments, liming, and fishing to water management, environmental analysis, and drinking water supply. The unit also operates its own water laboratory, which plays a central role in the county administrative boards' work with lime effect monitoring. The Water Unit is constantly working to increase the pace of actions and implementation in the county, both by providing grants for local water conservation projects and fishing conservation projects through fishing conservation grants, and by seeking new water conservation projects within the EU's various environmental and fishing funds. Experts at the unit are eager to share their knowledge.

Description
One of the County Administrative Board's long-term missions is the ongoing environmental adaptation of all hydropower plants in the county for modern environmental permits according to the National Review Plan (NAP).
The reviews should lead to the greatest possible benefit for the aquatic environment and to a nationally efficient access to hydropower electricity. A balance that requires both well-founded environmental quality standards and water status in the affected aquatic environments, as well as a good knowledge of the benefits, conditions, and other prerequisites of hydropower plants. Well in advance of the reviews, this, along with other aspects, should be included in the regional collaboration process where summaries, evaluations, and priorities are made to streamline the review processes for modern environmental conditions.
Overall, a well-functioning collaboration and dialogue between the County Administrative Board and the relevant operators, the water authority, and national authorities (the Agency for Marine and Water Management, the Swedish Energy Agency, and Svenska Kraftnät) is needed.
The Water Unit is now seeking a water administrator primarily focused on the implementation of the National Review Plan (NAP).
Responsibilities
You will play an important role in the regional collaboration process by compiling materials and reports at various stages of the collaboration process. A current status description regarding the characteristics of hydropower, permit conditions, natural values, and action requirements according to water management are examples of compilations.
In your work, you will participate in and conduct dialogue and collaboration in various ways, both internally at the County Administrative Board with different areas of expertise and externally with other County Administrative Boards, including those that are water authorities, and relevant operators.
Work related to the National Review Plan further includes assisting the water authority with assessments and materials during in-depth reviews or reassessments of environmental quality standards. Revision of conservation plans for affected Natura 2000 areas may also be relevant.
Other tasks that may be part of the position include assessments of status, impact, and action needs regarding hydromorphology within the overall water management work.
The daily work takes place in the water management function but in close collaboration with the area of measures and the fishing and environmental analysis function where the unit's work with restoration and fishing conservation work as well as data and knowledge support is located. The function also houses the County Administrative Board's preparation secretariat, which is tasked with assisting the water authority with knowledge and materials and coordinating the County Administrative Board's implementation of the water management action program.
Other tasks within the unit may also become relevant in the position.
Qualifications
We are looking for someone with a university degree in biology/geoscience/environmental science/civil engineering/engineering with a focus on water issues or other education deemed relevant by the employer. You should have at least one year of work experience relevant to the role. We are looking for a structured and meticulous administrator who has good collaboration skills and the ability to create good relationships both internally and externally. Since the work involves travel, a B driver's license is a requirement.

You are confident, stable, and have self-awareness. Particularly meritorious is documented experience of working with hydropower issues and assignments within water management. It is also advantageous to have knowledge and experience of the Environmental Code and geographic information systems (GIS).
