Property Unit

The property unit is responsible for planning and implementing all social infrastructure, such as schools, preschools, accommodations, sports facilities, and fire stations. We are now looking for someone who wants to be part of shaping tomorrow's Uppsala! This position will be particularly focused on housing projects, such as Special Housing for the Elderly (SÄBO) and the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS). In addition to housing projects, you will also work on local projects.

Here, you will work together with colleagues in units for communication, HR, IT, finance, procurement, and property, as well as the departments for quality and planning, sustainability, security, and preparedness, and the secretariat. The Municipal Management Office also houses the organizations for business and destination, as well as shared services. Your Role

As a project manager in the property unit, you are responsible for monitoring and specifying the municipality's interests in new construction, major changes in existing leases, and adapting premises in new leases. You monitor this by following up on time, finances, and quality. You will be an active party towards the municipal companies or external companies. The boards' local supply plans form the basis for the assignment.

In this role, you will be responsible for preparing ordering documents, such as functional programs, to ensure that the current operations can be conducted in the rental property. You will also be an active part in developing the premises and their suitability in collaboration with colleagues in the operations and in ensuring that the unit's planning documents are feasible. You will also be a presenter in the executive groups of the administrations and in the boards, and you need to have a good understanding of the unit's basic mission and actively work to deliver according to this.

The tasks also include:

designing premises and/or housing in collaboration with department and operations managers or their designated representative
analyses and assessments of the operations' premises needs and direction
translating the local strategic local supply plans into action
developing and revising the boards' functional programs
developing room functional programs
developing procurement documentation

Your Background

We are looking for someone with an academic degree that the employer deems relevant to the position or equivalent work experience. Education in project management, construction project management, law, or urban planning is advantageous. We would like you to have experience in financial responsibility and strategic local planning, as well as knowledge in project management. It is also beneficial if you have experience and knowledge in procurement and have worked with the Public Procurement Act (LOU). To succeed in the role, it is important that you have very good knowledge of the English language and the ability to write text in official Swedish. It is also a requirement that you are proficient in Microsoft 365 (Word, Excel, and more) and that you have a B driver's license. Finally, we see it as advantageous if you have experience in housing supply in areas such as SÄBO or LSS and have knowledge of property systems.

As a person, you have the ability to see the bigger picture and understand issues in a broader perspective. You have an understanding of balanced finances and how decisions affect the municipality's economy. You have good collaboration skills and can relate to your surroundings in a professional and clear manner. Furthermore, you are responsible and drive your work forward to achieve results.
