The Property Office manages and develops a unique property portfolio that is important for Stockholm's residents, businesses, and visitors. The property portfolio consists of everything from well-known Stockholm buildings to public premises for culture and sports, office buildings, fire stations, food markets, castles, farms, and cottages. We also manage nature and outdoor areas outside the city limits. We are located in the Technical Committee House at Fleminggatan 4, about a 5-minute walk from the Central Station.

The mission of the Project Department is to carry out construction projects within the office's property portfolio.
We manage and develop a large number of sports facilities such as Stockholm Stadium, Järvabadet, Kristinebergs IP, and Vällingby swimming and sports hall, but also profile buildings such as the City Hall, Culture House, and City Library. The projects often involve renovation or reconstruction but also new construction. The annual project volume is approximately three billion SEK. The department is responsible for the implementation of all ongoing projects, both in terms of investments and planned maintenance, and ensuring that the implementation is optimized based on time, cost, and quality.

Your role as a unit manager
As the operational unit manager for the project unit, you are responsible for planning, prioritizing, organizing, and developing the unit's operations. The unit's mission consists of a large number of projects with great variation and different characteristics, ranging from artificial turf and swimming halls to culturally protected buildings and new production. As a unit manager, you are responsible for quality in budgets, forecasts, contracts, and procurements in the projects. Together with your project managers, you ensure that the overall implementation is optimized based on time, cost, and quality.
You create conditions for the unit's project managers to deliver and ensure effective competence supply. Your work also includes preparing and reviewing service documents. You are part of the management team for the project department and report to the department head. Resources for the department include project support, project controller, project administrator, quality manager, KMA, estimator, and operations coordinator. Within the office, there are also support functions in HR, finance, procurement, law, quality and sustainability, IT, case management, etc.
Your leadership is based on a coaching approach, where you help your employees grow and achieve their individual and common goals. You place great emphasis on creating and maintaining strong and trusting relationships, both within the team and with external actors. Your high degree of integrity and loyalty to both the organization and your employees permeates your work. Furthermore, you are results-oriented and have the ability to set clear goals that you follow up carefully, while ensuring that these goals are achieved through engaged and structured work.
Your competence and experience
We are looking for someone who has:
- Several years of work experience in the construction industry in a leadership position, which means handling both operational and strategic issues.
- Good experience in managing and leading projects, including leading projects from start to finish, ensuring they follow schedules, budgets, and quality requirements.
- Good knowledge of LOU and contract law, which means you have the ability to handle the legal and regulatory aspects of construction projects, especially in connection with public procurement and contracts.
- Good knowledge of projects in municipal operations, which means you have experience working with projects in public administration and an understanding of the specific requirements and processes that apply.
- Education as a civil engineer, engineering degree, or equivalent experience, or equivalent experience that allows you to understand and lead technical projects within the construction industry.
We consider it an advantage if you have:
- Experience working as a project manager on projects over 50 million SEK.
- Experience from a leadership position in municipal operations.
We are looking for an operational leader with documented experience in leading and developing teams, focusing on both short-term goals and long-term strategy. You have a strong analytical ability that allows you to understand and interpret the impact of the external environment on the operations, which enables you to adapt our working methods to external changes. In your role as a leader, you are clear in your communication and ensure that your employees understand both their tasks and how they contribute to the whole.
The project department is under review, where the current project unit with 21 employees will be divided into two units.
The new organization is planned to take effect on September 1, 2025.
