Workplace Description

The Procurement Unit is responsible for ensuring the Police Authority's supply of goods, services, and construction contracts, excluding the IT area. This means that we manage, support, and develop the authority's procurement activities and, based on a category-based strategic procurement approach, plan, procure, and follow up on the authority's agreements and suppliers. Our responsibilities also include the authority's material supply, central warehouse, and use of e-commerce. The Police Authority's annual procurement volume is 8 billion SEK.

Within the unit, we are responsible for procuring construction contracts, property-related goods and services, medical and forensic goods and services. The unit is also responsible for vehicles, police-specific goods and services, as well as indirect goods and services.

The section is primarily located in Stockholm and Linköping, but there is also an opportunity to work from Gothenburg and Malmö.

Job Description

As a strategic purchaser, you should be able to take overall purchasing responsibility within one or more categories/subcategories and independently take responsibility for the execution of a complete procurement process, from the moment a need arises until the contract is concluded. The work involves close collaboration with the various operations of the Police Authority that set requirements, where you initiate and maintain contacts with internal and external stakeholders throughout the contract's entire lifecycle in the procurements you are expected to carry out. To achieve the unit's goals, you will work with your colleagues to develop, streamline, and ensure the legality of the authority's purchases. The work is sometimes conducted at a high pace with several assignments running concurrently.

Examples of commonly occurring tasks;

· Establish procurement strategies, conduct procurements of various kinds, conduct negotiations

· Drive business and supplier development within your categories

· Business-related and commercial follow-up, including contract interpretation

Qualifications

This is an opportunity for you who have:

· at least 2 years of relevant higher education or equivalent, alternatively a 2-year vocational education in purchasing or equivalent direction that the employer assesses as equivalent

· experience of similar tasks, in the near past, that the employer assesses as relevant for the position

· conducted procurements according to LOU and/or LUFS

· Very good ability to express yourself in Swedish, both orally and in writing

The position requires Swedish citizenship.

It is meritorious if you also have:

· relevant experience of independently leading teams and creating results

· relevant experience in strategic purchasing and/or category-driven purchasing

· market or operational knowledge in construction contracts, property-related or medical and forensic goods and services that the employer assesses as relevant

· good ability to express yourself in English, both orally and in writing

The tasks require your ability to structure your work approach and independently drive your processes forward. You are a good problem solver through your ability to analyze and break down problems.
