The population of Uppsala municipality is expected to increase to around 320,000 residents by 2050. The population growth is projected to occur across all age groups. New neighborhoods are emerging, and existing ones are being transformed. Uppsala municipality is situated in an expanding region.
The amount of information in society is extensive, and the rapid digital development has a significant impact on societal development. In a changing world, there is an increased need for access to knowledge and information. A democratic society requires that people have free access to information and the ability to engage with it to avoid risking social exclusion. Therefore, it is crucial that public libraries continue to offer free access to media and digital infrastructure. The mission of public libraries includes promoting reading, supporting lifelong learning, and providing a space for cultural and social interaction. By providing access to both traditional and digital resources, public libraries play a vital role in strengthening democracy and combating digital exclusion.
We are now looking for a manager for the unit within Library Uppsala that coordinates the department's shared support and processes. The unit is responsible for Library Uppsala's website, digital development and library systems, internal communication, and maintenance services. Your Mission
As the unit manager for the coordination unit, you will lead the unit within the public library that focuses on managing the department's shared support and processes. The unit consists of specialist competencies that currently encompass the entire department's communication, web, maintenance, digital development, and library-specific systems. We work together, welcome innovation, and make a difference for those we serve.
The following tasks are also included in the mission:
- support and develop the department's internal and external communication in close dialogue with the municipality's central communication staff
- support and develop the department's digital development
- contribute to coordinating cross-departmental processes.
The unit manager reports directly to the department head and is part of the department's management group, where everyone is expected to contribute to the overall development of the department to create added value, increased goal achievement, and to develop Library Uppsala and Uppsala municipality into an even more attractive and creative community where many want to live and work. You are responsible for personnel, work environment, budget, and operations for your unit.
As a manager in Uppsala municipality, you will receive support from the municipality's shared staff in matters such as finance, HR, communication, IT, procurement, and property issues.
Your Background
We are looking for someone with experience in:
- leadership with personnel, financial, operational, and work environment responsibilities
- leading and coordinating change processes in a larger organization
- strategic work in a larger organization, such as in a management group.
You have an academic education that the employer deems relevant, leadership training, a good understanding and knowledge of how a complex organization is governed and functions, as well as good Swedish in both spoken and written form.
If you also have any of the following, it is advantageous:
- experience working in a politically governed organization, preferably a municipality
- experience in internal communication at the organizational level
- experience in digital development at the organizational level
- knowledge in process management
- experience in the field of culture and public libraries.
As a person, you are strategic, think holistically, and can see the long-term consequences of your decisions. You have an excellent ability to structure, plan, and systematize work, as well as an understanding of financial relationships. Important are good leadership skills, being communicative, and having strong collaboration abilities.

About Our Organization
The Culture, Sports, and Recreation Administration consists of four departments that primarily manage the Cultural Committee's own operations: Leisure Uppsala, Uppsala Art and Cultural Heritage, Uppsala Culture School, and Library Uppsala. Library Uppsala consists of 13 public libraries and one digital library, outreach activities with two library buses, three cultural houses, and an extensive program offering for all ages. The library organization currently has over 100 employees. New libraries and new activities will be developed as Uppsala grows. In our work within Uppsala municipality, we make a difference and work together with users and non-users in focus.
