As Skellefteå grows and new construction and infrastructure projects take shape, the handling of soil and rock materials is becoming an increasingly important part of community building. How we plan, move, reuse, and dispose of soil and rock materials affects the climate, economy, and efficiency of every project.

We are now establishing a new mass handling function within the Land and Development Unit. Here, you will have a key role in establishing working methods and coordination that make it possible to handle soil and rock materials in a more circular, structured, and resource-efficient manner.

YOUR ROLE

As a coordinator within mass handling, you have a qualified and coordinating role where you contribute to planning, coordinating, and developing mass handling throughout the entire chain of the municipality's community development projects.

You work both operationally and developmentally. The assignment includes establishing and further developing structures, working methods, and planning support for how soil and rock materials are handled, while also driving coordination between ongoing projects.

The role requires that you can switch between details and the big picture, and that you have the ability to translate complex information into clear decision-making materials and functional workflows.

Your work includes among other things:

• Coordinate and optimize mass flows between community development projects as well as maintenance work that generates soil and rock materials.
• Contribute to developing a more circular and resource-efficient handling of soil and rock materials in the municipality's community development projects.
• Identify opportunities for the reuse of soil and rock materials and reduce the need for transport and landfill.
• Build up and further develop structures for planning, processes, follow-up, and analysis of mass flows.
• Prepare materials and support for prioritization and decisions related to mass flows.
• Collaborate with project managers, development engineers, environmental expertise, as well as external actors such as contractors and consultants.

In short: you create the conditions for the right soil and rock materials to end up in the right place at the right time – with the least possible climate impact and the greatest possible community benefit.

YOUR COMPETENCE AND EXPERIENCE

To thrive in the role, you have a post-secondary education in fields such as community development, roads and water, construction technology, geotechnics, environmental technology, land surveying, or another education that we deem relevant. You have experience from community development, construction, or infrastructure projects and are accustomed to working in a coordinating or project-leading role where you have coordinated different actors and driven the work forward towards common goals.

It is an advantage if you have experience of mass handling, excavation logistics, or work with mass flows, preferably with elements of reuse, circular working methods, or resource-efficient material handling. You express yourself fluently in Swedish in speech and writing, have good knowledge of English, and have a B driver's license.

As a person, you are analytical and have an easy time seeing connections and finding solutions in complex issues. You work in a structured and results-oriented manner, keep your cool even when the pace is high, and thrive in a role where collaboration and coordination are crucial for creating progress and good results.

YOUR NEW WORKPLACE

You will become part of the new mass handling function within the Land and Development Unit at the Department of Community Development in Skellefteå Municipality.

Here we work with developing, managing, and planning the municipality's land resources in connection with community development projects. Mass handling is a growing and central issue in this work – both from a climate perspective and to create efficient and cost-conscious projects.

The new function is being built up, which means that you will have an active role in shaping working methods, structure, and collaboration from the ground up.
