As Skellefteå develops and new community building projects take shape, the management of soil and rock materials is becoming an increasingly important issue – both from a climate, cost, and resource efficiency perspective.
We are now establishing a new mass handling function within the Land and Development Unit. Here, you will have a key role as a Soil Environment Specialist, responsible for providing technical and environmental expertise on how soil and rock materials are handled in the municipality's community building projects.
YOUR ROLE
As a Soil Environment Specialist within mass handling, you have a qualified and expert role where you contribute specialist competence in the planning and implementation of soil and rock material management, and serve as technical support in matters concerning land, environment, and soil and rock material handling.
You work both strategically and operationally, contributing expertise throughout the entire process – from early investigations and planning to implementation and follow-up in the municipality's community building projects. The role involves close collaboration with project managers, coordinators, development engineers, contractors, and authorities.
You are a key part of ensuring that the municipality's handling of soil and rock materials is carried out correctly, safely, and resource-efficiently, taking into account environmental requirements, geotechnical conditions, and the needs of community building projects.
Your work includes, among other things:
- Making technical and environmental assessments of soil and rock materials.
- Working with the classification, handling, and risk assessment of soil and rock materials, including contaminated masses.
- Supporting projects in matters related to soil environment, geotechnics, and mass handling.
- Applying relevant environmental legislation and preparing notification and permit documents independently or with consultant support.
- Preparing technical basis and assessments to support decision-making in projects and planning.
- Contributing to the development of guidelines, working methods, and strategies for sustainable and circular mass handling.
- Collaborating with internal functions and external actors in technical and environmental matters.
- Working on investigations and analysis related to contaminated land, and in cooperation with the environmental department and the County Administrative Board, identifying and initiating further handling of areas where responsibility is lacking, including investigation, risk assessment, and remediation.
- Conducting sampling with subsequent sample handling and database construction with results.

You ensure that the right soil and rock materials are handled in the right way, with the right conditions to become a resource in future community building.
YOUR COMPETENCE AND EXPERIENCE
We are looking for you who have a university degree in environmental engineering, geotechnics, community building, environmental and health protection, or other education that the employer deems relevant. You have experience working with soil environment issues or handling soil and rock materials in community building projects.
You have good knowledge of the Environmental Code and related regulations, as well as experience in environmental technical assessments, risk assessments, or similar work in a project environment. Experience working with contaminated land and permit or notification cases is meritorious.
It is also meritorious to have experience from larger community building projects and if you are certified for sampling of soil and water.
You have good ability to express yourself in Swedish, both orally and in writing, as well as good knowledge of English. A B-driving license is required.
As a person, you have good analytical skills and can immerse yourself in complex issues, seeing connections between technical, environmental, and practical aspects. You work in a structured manner and drive your work forward with quality and precision.
You are confident in your professional role and have the ability to make well-founded decisions even in situations where conditions are unclear or changing. At the same time, you have good collaboration skills and thrive in the borderland between technology, projects, and different stakeholders in community building projects.
YOUR NEW WORKPLACE
You will become part of the new mass handling function within the Land and Development Unit at the Department of Community Development in Skellefteå Municipality.
Here, we work with developing, managing, and planning the municipality's land resources in connection with community building projects. Mass handling is a growing and central issue in this work – both from a climate perspective and to create efficient and cost-conscious projects.
The new function is being built up, which means you will have an active role in shaping working methods, structure, and collaboration from the ground up.
